Departments Seeking Chief Deputy Director, Other IT Leaders

Entities with active IT recruitments include the California Employment Development Department, the Office of Digital Innovation, the California Department of Technology and the Department of Motor Vehicles.

State agencies are recruiting for a variety of key IT positions, including an executive role.

The Office of Digital Innovation (ODI), part of the California Government Operations Agency, is seeking a chief deputy director who will work closely with other leaders to oversee projects with agencies and departments, major ODI initiatives and administrative operations. “The chief deputy director is the principal policy and strategy adviser to the director,” the job posting states, and supervises ODI chiefs, leads and deputy directors including program, talent, administration and IT.

Essential job functions of the chief deputy director role, according to the job posting and the duty statement, include:
  • Develop and implement strategy for new and ongoing ODI initiatives.
  • Ensure that operations and systems support ODI’s work, encourage innovation and comply with relevant rules and laws.
  • Contribute to and champion ODI’s culture, values, practices and processes.
  • Foster effective relationships with the Governor’s Office, the Legislature, local, state and federal agencies, and partner organizations.
  • Work collaboratively across departments and policy arenas to solve challenging, dynamic problems at scale.
  • Offer strategic and tactical advice to leaders in government agencies and departments.

The position has a monthly salary range of $14,339 to $15,974, and the application deadline is Feb. 25.

The California Employment Development Department (EDD) is seeking a manager (IT manager I) to oversee the Enterprise Storage Group, playing a critical role in supporting delivery of unemployment and disability insurance benefits to the public, as well as employer tax collection.

“This position offers the opportunity to collaborate with network, application, server, storage, and business teams to implement new, innovative services, and cloud and disaster recovery solutions,” the job posting says. “You will have exposure to executive levels of management through participation in projects and complex problem-solving situations. Responsibilities include infrastructure planning and capacity management, contract management, data management, zoning, duplication, archiving, etc., as well as succession planning and the ongoing development of the team.”

The duty statement says, “The incumbent contributes toward the growth of the ITB (Information Technology Branch) into a customer-focused service organization by following the branch’s established cultural principles” and will “continuously improve communications and relationships with vendors, subordinates, peers, management, and customers.”

The role has a monthly salary range of $8,381 to $11,231, and the application deadline is Feb. 19.

The California Department of Motor Vehicles is recruiting for a Production Operations Section manager (IT manager II), overseeing the section’s four groups: Database Administration, Computer Operations, End User Management, and Enterprise Services Support.

“The incumbent manages the ongoing daily operations of the Production Operations Section, schedules and prioritizes workloads, manages and coaches subordinates, and manages workforce and succession planning,” the job posting says. “In addition, the incumbent serves as a project director providing oversight for projects executed within the section. Additionally, the incumbent works closely with other managers in the division to ensure that resources are effectively used in alignment with ISD’s strategic goals.”

Additional responsibilities of the job, according to the duty statement, include:
  • Provide high-level administrative oversight of the most complex and critical infrastructure projects and activities. Direct and manage the development and implementation of IT systems, project plans and procedures.
  • Provide oversight for major technology refresh efforts and assist with metric collection and project analysis of each group within the Production Operations Section, directly or through subordinate managers. Ensure that implemented technology maintains a consistent and focused approach so work products align with the future state and vision found in the ISD Strategic Plan, the DMV Strategic Plan, and the State IT Strategic Plan.
  • Facilitate IT strategic planning sessions and workshops and develop and maintain updated policies to align with legislation, state, and internal regulations and requirements.
  • Determine the roles and responsibilities, reporting relationships and staffing management of the unit, and develop long- and short-term staffing plans that meet workload needs within budgeted resources.

The position has a monthly salary range of $10,167 to $12,359, and the application deadline is March 1.

The California Department of Technology is recruiting for a manager (IT manager I) to perform “complex and sensitive tasks related to statewide IT management, oversight, and administration,” according to the job posting. The manager “will participate in creating the state’s IT strategy and manage a portfolio of existing and new projects.”

The posting notes that the manager will be involved in sensitive projects and efforts with department and agency-level executives, the Legislature, Legislative Analyst’s Office, and other control agencies including the Department of Finance, the Department of General Services, the California Department of Human Resources and the State Personnel Board.

Additional responsibilities of the position, according to the duty statement, include:
  • Provide guidance and direction to agency information officers, chief information officers and other department and agency management in review of IT project proposals, the Project Approval Lifecycle, Special Project Reports, Budget Change Proposals, and other selected documents for IT projects and activities.
  • Provide guidance and assistance to customer department management in the development of IT project planning and provide initial involvement, collaboration and oversight of concepts, research, studies and the development of strategies for procurement approaches, technology solutions and governance structures for the management of projects.
  • Monitor project and departmental performance and identify critical project implementation problems and issues. Plan, develop and implement project corrective measures.
  • Apply and maintain an enterprise portfolio management perspective to management, oversight, risk and remediation activities. Assess the project management and organizational capability and provide guidance to departments on corrective actions and remediation plans; escalate unresolved issues as appropriate.
