Departments Seeking Chief of Staff, Other IT Leaders

State transportation, insurance and emergency entities are looking to fill assistant chief and IT specialist positions.

Three state departments and entities are recruiting for crucial IT roles.

The California Department of Motor Vehicles is seeking to hire a chief of staff, an assistant division chief/program manager classification position that would be responsible for “managing the administrative activities related to keeping field offices maintained and operational, disbursement of directives, policy development, and implementing strategic plans for program goals and organizational changes.”

According to the job posting and the duty statement, accessible via the job posting, desirable qualifications for the role include:

  • Consistent and regular attendance.
  • Effective and professional communication, both orally and in writing, when “dealing with the public or departmental staff.”
  • Effective time and resource management.
  • Good judgment in decision-making.


The chief of staff will spend about 40 percent of their time providing “leadership, direction and guidance to staff performing work in units within the Administrative Branch and other subdivisions within (Field Operations Division) FOD”; and overseeing the preparation and allocation of FOD’s multimillion-dollar budget; 20 percent helping develop FOD and departmental policies; 15 percent participating in FOD and departmental strategic planning; and 10 percent assisting the FOD executive team in division operations.

The position requires a background investigation be cleared before hiring and the posting is “for a departmental open examination administered through the Special Examination and Appointment (SEA) Program which uses an alternative examination and selection process for filling specified positions,” according to the job posting released Wednesday. The position has a monthly salary range of $9,644 to $10,952, and the application deadline is March 23.

The California Department of Insurance is seeking to fill an IT specialist-classification position posted Tuesday. It is recruiting for an IT Specialist III to work under the “administrative direction” of the authority’s chief information officer and serve as the “principle based reserving (PBR) architect within the PBR Support Section.” The successful candidate will work under the “Business Technology Management, System and Software Engineering domains of the classification,” according to the job posting, and lead tech components related to implementing PBR and “assist the chief systems actuary with all relevant technical components” of PBR. He or she will serve as an “expert advisor,” working with other technical staff on architecting processes to “test life insurance systems”; and, in collaboration with actuaries/subject matter experts, formulate “technical standards in support of business strategic direction; develop recommendations to achieve strategic outcomes, in alignment with strategic direction”; and lead the technical rollout of “future state central databases.”

The person selected will spend about 35 percent of their time developing a “best practices formulation of a PBR model governance framework and associated controls, policies and procedures” according to the duty statement, accessible via the job posting; 25 percent implementing, maintaining and evaluating a “review framework” for insurance company PBR-adjacent IT risks; and 25 percent data architect functions including ensuring the organization’s data architecture supports its data assets. The position has a monthly salary range of $8,488 to $11,375, and the application deadline is March 8.

The California Emergency Medical Services Authority is recruiting for an enterprise architect, an IT Specialist II-classification position posted Tuesday. The successful candidate will work under the direction of the entity’s chief information officer; and, as enterprise architect, “provide enterprise architecture expertise and technical strategies to EMSA business within the Systems Engineering, Software Engineering, IT Project Management, Business Technology Management and Information Security Engineering domains,” according to the job posting.

The person hired will spend about 35 percent of his or her time managing the creation of complex software and system architectural solutions, according to the duty statement, accessible via the job posting; 30 percent independently analyzing business program goals and needs to better define how data is handled; 20 percent monitoring and evaluating solution configurations and updates; and 10 percent designing and implementing system security access controls. The position has a monthly salary range of $7,700 to $10,628, and the application deadline is March 8.
