Deputy Director, Division Chief Among State Jobs in Recruitment

The state Department of General Services, the business manager for state government, is recruiting for a deputy director (Career Executive Assignment) to oversee Enterprise Technology Solutions as well as the Office of Fiscal Services, the Office of Human Resources, the Office of Risk and Insurance Management, and the Office of Business and Acquisition Services. 

The deputy director serves as the chair for the General Services Workgroup and is the executive sponsor for the FI$Cal project. Internally, the deputy director is a member of the IT Governance Council and oversees the department’s annual budget processes and other related administrative functions, according to the job posting. 

“The deputy director is responsible for executive leadership and management of the division’s activities to achieve the mission of DGS and the division through subordinate managers, supervisors and staff,” the posting notes. “This involves setting the strategic direction for the division through identification of key risks and opportunities and by ensuring systems are in place for effective management of physical assets, spending authority and human resources. … The deputy director is the key communicator within DGS for all administrative matters and within the division setting the tone for organizational expectations, strategic direction, activity updates, recognition and change leadership.”

The position has a monthly salary range of $11,505 to $13,063, and the application deadline is April 12. 

The California High-Speed Rail Authority has begun recruitment for a chief (IT Manager II) of the IT Solutions Division, providing “direction, guidance and leadership to staff or contracted personnel in implementing and maintaining custom and commercial applications.”

The responsibilities of the role, according to the job posting, also include oversight of enterprise application development and support, for which the chief:

• Provides direction, guidance and leadership to staff or contracted personnel in implementing and maintaining custom and commercial applications.
• Establishes, maintains and updates organizational goals and objectives by collaborating with IT leadership to prioritize the technical direction of the authority, using industry standard planning methodologies and protocols, to meet current and anticipated business needs.
• Ensures compliance with the software development lifecycle.

The position also includes oversight of IT project delivery, for which the chief:

• Provides direction, guidance and leadership to staff or contracted personnel in completing information technology projects.
• Maintains IT project standards and ensures compliance with software development life cycle best practices.
• Develops and maintains the IT project portfolio.
• Establishes customer service strategy and sets standard and tone to create and maintain a customer-focused operational team.
