DGS Rolls Out One-Stop Shop for Non-Competitive Bid Support

The portal may be used for eligible projects requiring the approval of either DGS or the California Department of Technology. The site has options for both departments.

The Department of General Services (DGS), the state’s business manager, has rolled out a one-stop online portal where state officials can request approval for non-competitively bid (NCB) projects.

The DGS portal rollout began Oct. 1 and is expected to be complete by the end of May. After June 30, NCB Justification Requests and any related documentation may only be submitted online. Those submitting the requests may also track the status of their projects through the portal.

The portal is not accessible to the public  only to employees of 134 state government departments. The public can, however, access the Procurement Division Dashboard, which includes NCB and other data. (Non-competitive bids are used when a vendor has no competition for a given product or service.) 

“As of Feb. 28, nearly 100 departments have been on-boarded on the functionality of the NCB portal,” DGS says. “Additionally, DGS has reviewed 71 NCBs submitted through the NCB Portal ranging from $15,000 up to $350 million.”
