Digital Innovation Office Recruiting for CIO, Information Security Officer

The Office of Digital Innovation (ODI), part of the California Government Operations Agency, is recruiting for two key roles: chief information officer and information security officer.

The CIO role (IT manager II) “will provide strategic expertise and have the opportunity to shape the services, tools and processes that ODI staff and customers use,” the job posting says. “As the CIO, you will use your extensive knowledge of IT to oversee the development and implementation of IT policies, standards, and practices for the department. Your expertise and leadership … will help us achieve our vision to discover technological innovation that serves Californians’ needs.”

Desirable qualifications for the role include:
  • Experience as a thought leader in the IT field
  • Experience leading, implementing, and evaluating IT practices and policies, and establishing strategic goals for an IT program
  • Experience in recommending, developing and implementing policies and procedures and taking effective action
  • Experience managing a team of IT professionals — not only to manage their workload, but to provide mentorship and promote professional development
  • Applied knowledge of IT service management best practices including IT Infrastructure Library (ITIL) framework
  • Managerial experience that demonstrates the ability to successfully apply organizational leadership, communicate clearly, facilitate decision-making, promote teamwork, and define and achieve success across multi-disciplinary stakeholder interests
  • Critical thinker with an innovative mindset who can anticipate and resolve issues and seize improvement opportunities
  • Track record of leading, influencing and executing business process change throughout a company

ODI is also seeking an information security officer (IT specialist II) to “analyze, evaluate, report, and optimize information security system performance, process improvements, and policy recommendations,” according to the job posting.

The ISO “will work with all levels of staff and management in identifying, developing, implementing, and maintaining technologies across the organization to ensure the security, integrity, and appropriate handling” of information and to reduce risks to information and technology. “Your deep knowledge of statewide information security initiatives, policies, standards, requirements and information security best practices will help you be successful in this role.”

Desirable qualifications for this role include:
  • Ability to provide information security operational support services that adhere to departmental policies and procedures and other governing state laws
  • Ability to network, communicate, and interface effectively with business and technical personnel with various levels of IT knowledge
  • Exceptional technology skills and a comprehensive understanding of information security paradigms and technologies
  • Experience in analyzing problems and presenting alternative solutions
  • Experience in researching, interpreting, and presenting data in a concise manner
  • Knowledge and understanding of the state’s information technology reporting requirements, policies and best practices
  • Knowledge of the application of security policies and procedures, security awareness programs; business continuity; technical, disaster, and operational recovery plans; and the National Institute of Technology (NIST) 800-53 framework
