Duarte Named New CIO for State Treasurer's Office

With more than 25 years in IT and leadership, the new CIO will oversee the office's strategic planning and policy-setting, and coordinate support for the systems that the office uses.

The State Treasurer’s Office has named a new chief information officer for the agency — David Duarte, a veteran of state service with extensive leadership experience.

Before joining the Treasurer’s Office (STO), Duarte was most recently assistant division chief of the Enterprise Solutions Development Division at the California Public Employees’ Retirement System (CalPERS).

Duarte has held numerous key positions with the Legislative Data Center, the Financial Information System of California (FI$Cal) and CalPERS.

“Mr. Duarte is best known for building strong partnerships between technology and business programs,” said a statement from the STO. “He strives to provide services and solutions that exceed his business partner’s expectations.”

In his new role, Duarte’s responsibilities will include the Information Technology Division’s strategic planning, policy development and goal setting as well as the development, operation, enhancement and support of the IT systems that support the STO and its boards, commissions and financing authorities (BCAs). 

In a report last year, the state Legislative Analyst's Office noted that STO has "more than 40 staff that support the core IT functions for these entities, as well as recent efforts related to data transparency, such as the launch of a website with information on business incentives. The costs associated with these staff and other related IT expenses — such as hardware and software — generally are spread across the various funds that support STO and the BCAs in rough proportion to the benefits that the various entities receive. The department estimates that it spent about $1.5 million on nonstaff-related IT expenses in 2016‑17."
