'Dynamic' State Agency Seeking Applications Manager

The manager will participate in the IT governance process and assist in the preparation of Budget Change Proposals, Project Approval Lifecycle and oversight documents and other documents for control agencies.

The California High-Speed Rail Authority is recruiting for an Applications Support Manager (classification IT Manager I) to manage staff as well as to provide direction and oversight of contract personnel.

The manager will oversee a multifunctional team that’s responsible for the development, maintenance and support of numerous complex and critical custom and commercial off-the-shelf (COTS) applications. The position also includes the following responsibilities:

  • Plan, coordinate, and direct complex technology efforts through subordinate state and contractor staff.  
  • Establish a customer service strategy and set the standards and tone to create and maintain a customer-focused team.
  • Formulate and implement IT policies, plans, processes, and standards.
  • Develop and manage an application inventory for the agency.
  • Participate in the analysis and selection process for new IT solutions to meet identified business needs.
  • Support the development, review, and approval of IT procurements for goods and services.
  • Collaborate with peers in infrastructure, security, project management, and IT administration to complete work assignments, resolve issues, and mature the IT organization.  
  • Support and/or participate in IT governance processes.
  • Assist in the preparation of Budget Change Concepts/Proposals, Project Approval Lifecycle (PAL) and oversight documents, and other documents for control agencies.
