Gartner Announces Promotions, New Hire in State/Local West

The four California-based members of Gartner’s State/Local Government team are newly named associate partners, with each bringing a different area of expertise.

IT service management company Gartner, a major presence in California public and private technology, has announced three promotions and a new hire for State and Local Government (SLG) West.

Mona Kamdjou has been promoted to associate partner within the Southern California SLG team and is based in Los Angeles. Kamdjou has more than 10 years’ experience leading high-performing teams and supporting clients to address their mission-critical priorities. She specializes in strategic planning, IT governance, application modernization, end-to-end sourcing, and program assurance and oversight.

Kamdjou has worked extensively with SLG clients across a variety of industries, from health and human services to elections administration. She is focused on higher education, K-12, academic medical centers and the Los Angeles metro region. She has a master’s of business administration from the UC Davis Graduate School of Management and a bachelor’s in business administration with an emphasis in marketing from the University of Southern California Marshall School of Business.

Kimberly Katsuyama has been promoted to associate partner within the Southern California SLG team and is based in Los Angeles. Katsuyama specializes in government health and human services and the use of digital solutions to improve health-care outcomes. She has over 25 years of executive-level management consulting experience, having led project teams for strategic planning, business architecture, solution design, sourcing, implementation, change management and outcome evaluation.

Katsuyama has worked with government agencies at every level and brings a cross-industry perspective to the business issues for Gartner’s public-sector clients serving the most vulnerable members of their communities. She is focused on Southern California counties and local health jurisdictions.

She earned her bachelor’s degree in computer science and mathematics at the College of William and Mary and a master’s of business degree in finance and marketing from the Kellogg Graduate School of Management.

Robert Kidd has been promoted to associate partner within the Southern California SLG team and is focused on public-sector agencies in the San Diego region. Kidd is a strategy consultant with more than six years’ experience supporting state and local government clients’ C-suite in strategy development and program management of key initiatives. He specializes in strategic planning, enterprise application strategy, end-to-end sourcing support, and implementation risk assessment.

Before joining Gartner, Kidd worked as a chemical engineer in the biotechnology industry, and he has experience in providing chemical process design, project management and business analyst support in the implementation of processes, systems and robotics in a lean manufacturing environment. Kidd’s areas of focus in the public sector are enterprise digital strategy including smart cities and counties, voter registration and election management and licensing, planning, and development services. He is Gartner Consulting’s West lead for the Licensing & Permitting practice.

Kidd holds a master’s of business administration in marketing research from UC Davis and a bachelor of science degree in chemical engineering from UC Berkeley. He has a Project Management Professional (PMP) certification from the Project Management Institute.

Abhilash “Abhi” Kuzhikat has joined Gartner as an associate partner within the state of California team. Kuzhikat has more than 18 years’ experience focusing on productive and valuable change for public and private organizations, with a background in all aspects of strategy formulation, customer experience and business transformation. His background is in IT strategic planning, IT governance, quality assurance, application modernization, and enterprise transformation.

Kuzhikat has successfully managed many high-visibility IT projects and engagements throughout his career. Specifically, in the public sector he brings deep expertise to the unemployment insurance and UI tax areas and has worked in this area for more than a decade. He was the project director for the Unemployment Tax and Benefits Project and Next Generation Tax System projects for the state of Washington and a technical lead/adviser at EDD. He also brings public-sector health-care expertise to the team because he was the senior project manager responsible for the Ohio Disease Reporting System for the state of Ohio.

Kuzhikat earned his bachelor’s degree in chemistry from the University of Mumbai and a master’s degree in computer science from Shivaji University, and he has an Executive Certificate in Management and Leadership from the MIT Sloan School of Management.
