Health Agencies Seek Solutions for Survey Data, Phone Migration

The state Department of Public Health and Covered California seek vendors to assist in data collection and in migrating a telephone system off-prem.

Two state health agencies are seeking vendors to provide solutions in areas that could impact residents’ longevity and access to service.

The California Department of Public Health (CDPH), a department that’s part of the California Health and Human Services Agency, seeks vendors to provide collection services for public health-related survey data, a contract related to its California Behavorial Risk Factor Surveillance System (CBRFSS). Responses are due by 3 p.m. Thursday. And Covered California seeks consultant services to migrate its on-prem Mitel telephone system to the cloud. Responses are due by 1 p.m. Jan. 9. Among the takeaways:

• CDPH seeks vendors to provide data collection services and other activities on CBRFSS, a survey that gathers information from adults on health issues including immunizations, HIV and AIDS, tobacco use, cancer screening, asthma and “emerging health issues” with the potential for significant societal impact. CBRFSS is the main data source for at least half the Leading Health Indicators (LHI) set by the Healthy People 2020 Objectives, CDPH said. The successful contractor will also be tasked with handling its Asthma Call-Back Survey (ACBS), an in-depth telephone survey conducted about two weeks after CBRFSS on its respondents who report an asthma diagnosis. ACBS aims to determine the health and experiences of people with asthma. In its Invitation for Bid, CDPH said CBRFSS, an annual survey, informs trend analysis, state-to-state comparisons and resident needs as well as state and local programs.

• Bidders should not exceed $860,000 estimated value for what CDPH terms the “project survey term.” The contract’s anticipated project term is Jan. 1-April 1, 2021, for the 2020 CBRFSS; and Jan. 1, 2021-April 2, 2022, for the 2021 survey. Among the required qualifications, bidders must have done at least three projects similar in scope and size during the past five years including doing telephone interviews for public health programs using computer-assisted telephone interviewing systems. A notice of intent to award is likely on Dec. 27.

• In the scope of work accompanying its RFP, Covered California said it seeks a contractor to create and stand up a solution to move its existing telephone system to the cloud by June 30. This includes offering a project management tracking tool such as Microsoft Project, Jira or DevOps to track issues resulting from the Mitel system implementation and deployment. The new system must include the conversion all historic and current data; integrate with Skype; and generate accurate ad-hoc reports, dashboards and snapshots of system health and performance indicators and analytics.

• Responses to Covered California must not exceed $200,000 in total costs. Generally, the agency seeks bidders with skills and experience in network redundancy, Voice Over IP (VoIP); Mitel cloud; and troubleshooting. More specific qualifications for respondents include three years’ experience designing and implementing a hosted Mitel cloud solution for a government or private sector business with at least 1,000 seats; network protocols for a hosted cloud solution; and telecommunications or telephony infrastructure. A notice of intent to award is expected the week of Jan. 20.
