Health Care Services Department Seeks Senior Product Manager

The product manager will work with stakeholders, engineers and program staff in the development of IT solutions using agile and scrum framework methodologies.

The state Department of Health Care Services is recruiting for a senior product manager (IT Specialist III) to “join an energized team that is committed to working collaboratively and is focused on delivery,” working in the department’s Medi-Cal Enterprise Systems Modernization Division.

The senior product manager will “direct and lead the development of process improvement plans, strategies and work products in order to maintain an effective product management and delivery operation and continuously improve processes and outcomes, utilizing inputs from staff, customers, peers and independent research and work product in accordance with the direction of the department’s executive leadership team,” the job posting says. In addition, the manager works with stakeholders, engineers and program staff in the development of IT solutions using agile and scrum framework methodologies.

The division is a “new enterprise approach” focusing on the entire Medicaid enterprise effort and modernization of the Medi-Cal enterprise systems, including the California Medicaid Management Information System, the Medi-Cal Eligibility Data System and California Behavioral Health Data Systems.

According to the job posting, the senior product manager:

  • Develops an expert understanding of the users’ needs and champions them through the delivery of the products. Defines, explains and iterates a product management approach that is compelling to the product’s users, teams and stakeholders.
  • Resolves questions about business requirements and feature intent as engineering teams work on sprint backlog items.
  • Oversees and manages product risks and issues through resolution.
  • Ensures the product meets digital service standards and applies principles that help to maximize value and ensure a superior user experience.
  • Inspects the product progress at the end of every sprint and has complete authority to accept or reject work done.
  • Engages with users and stakeholders through a range of channels to understand user needs for the product, validate product fit, promote the product management strategy, and encourage acceptance and use of the product by the business.
  • Conducts analysis, completes reviews, writes reports, develops talking points, makes recommendations; and, develops and gives presentations related to IT product management approaches, outcomes, findings, trends and best practices.
  • Facilitates regular meetings to ensure appropriate and adequate product communications across all teams.
  • Assists with responses to budget drills and personnel exercises and with development of Advance Planning Documents, Legislative Quarterly Status Reports, status reports, issue papers, action requests, Budget Change Concepts/Proposals, progress/status reports, work plans and other documents and projects.

The position has a monthly salary range of $8,119 and $10,880, and the application deadline is Nov. 12.
