CIO Outlines Need for Business Intelligence, Information Security Teams

The California Department of Managed Health Care is formalizing the structure of the department's Business Intelligence Division.

The California Department of Managed Health Care (DMHC) is formalizing the structure of the department's Business Intelligence Division, which will be charged with helping the department achieve its mission to protect consumer health-care rights and insure a stable health-care delivery system. In addition, OTI is enhancing its information security team by recruiting a Chief Information Security Officer (CISO) at the IT Specialist III classification, who will lead the security program and team.

Department CIO Ralph Cesena provided the following update on what the department is seeking:

Strategically, DMHC wishes to better use the data assets they currently own; as well as better share those assets across the Health and Human Services Agency. This will include initiatives to provide analytics on current data, improve the quality of current data, gather unstructured data in a more structured form for future analysis, leverage unstructured data analytic tools, and develop a business intelligence plan to meet the needs of the DMHC strategic plan. The Chief Information Security Officer (CISO) will be responsible for ensuring that the department's security program properly secures and protects these data assets.

Key to the strategy are current recruitments for the following key role players and responsibilities:

The Chief, Business Intelligence Division (ITM1) is charged with leading a new and progressive Business Intelligence team responsible for conceptualizing, designing, developing and supporting BI solutions that support the department’s mission and strategic plan. The BID Chief will serve as the department’s business intelligence champion; be passionate about data, enterprise reporting, analytics, and business intelligence strategy. The BID Chief will lead a growing team of BI professionals that leverage data as a strategic asset to create a more compelling and engaging health-care experience for the citizens of California by providing data-driven insights that support critical departmental decision-making.

The Business Intelligence Data Engineer (ITS1) will be one of DMHC’s business intelligence gurus responsible for turning data into actionable intelligence that helps the department achieve its mission and strategic goals! The data engineer will interact with users and stakeholders to analyze and document business intelligence requirements, design and develop new analytic data models using existing OTI BI infrastructure, procure data from various source systems using ETL and non-ETL tools, and delivering data models and sources for use by business and technical enterprise report and analytics developers. The BI team currently leverages cutting-edge technologies such as a MarkLogic NoSQL Data Integration Platform and Tableau as part of their BI toolset, and hope to add geospatial analysis capabilities provided by products such as ArcGIS or similar.

The Chief Information Security Officer (ITS3) will be DMHC’s information security expert responsible for leading the security team in developing and managing the department’s comprehensive information security program, policies and procedures to ensure the safety and security of DMHC data, infrastructure and assets. The CISO will be an engaging, collaborative and business-driven leader with the ability to work with other executives to strike a balance between business, security and IT priorities; and has a proven track record of competency in the field of information security and/or risk management.
