Here Are DMV’s Top 5 IT Services Purchases of 2020

It was a summer to remember for the California Department of Motor Vehicles; the department, which is in the midst of an IT modernization, activated four of its five most costly contracts in June. Together, the four contracts represented a spend of nearly $29.9 million.

A key state department that’s been on the move toward an IT modernization for more than a year spent more than $31 million in 2020 with just five purchases of IT services — several of which reflect the ongoing update.

The California Department of Motor Vehicles made 88 purchases of IT services throughout 2020 and paid $31,611,046.98 for its top five buys — almost all of which took place near the end of the 2019-2020 Fiscal Year, June 30. Here’s what the DMV spent, with rounding:

  • $22.1 million to the American Association of Motor Vehicle Administrators (AAMVA) for AAMVA Access. The five-year contract started June 15. AAMVA is a private nonprofit that empowers DMVs across the nation with services including technology, investigation and information sharing.
  • $3 million to Cambria Solutions Inc. for “consulting services for the virtual field office and robotic process automation.” The two-year contract started June 26. DMV worked with Cambria, UiPath, and SimpliGov to automate its application process for motor carrier permit renewals, an initiative that went live in March, its Digital Transformation Officer Ajay Gupta told Techwire last year.
  • $2.8 million to Providence Technology Group for “Front End Sustainability Data Stabilization Consulting Services. The one-year contract started June 29, and could reflect the tenor of DMV’s ongoing work to modernize — as it continues, for now, to utilize legacy IT.
  • $2 million to Slalom LLC. where the contractor “will enhance the Virtual Field Office (VFO) to allow customers to complete transactions online, without requiring an in-person visit to a field office.” The two-year contract began June 22. Offering field office services virtually is one way DMV is confronting the COVID-19 pandemic — which has prompted the shuttering of field offices and, most recently, the ongoing suspension of behind-the-wheel driving tests.
  • $1.8 million to Business Advantage Consulting Inc. for “test strategist and application testers for the DMV front-end sustainability project.” The two-year contract began Jan. 21. Testing, naturally, can be crucial to any update of older systems, to track how new and existing hardware, software and interfaces work together.
