Integrator Needed for $6M Pesticide Registration Data Management System

The California Department of Pesticide Regulation says the modernized system is needed because the process currently leans on paper-based, manual workflow to manage registration for 13,000 pesticide products, renewals and new applicants.

The California Department of Pesticide Regulation (DPR) has released a long-awaited bid proposal seeking a system integrator for a new $6 million Pesticide Registration Data Management System.

The department’s Pesticide Registration Branch says the modernized system is needed because the process currently leans on paper-based, manual workflow to manage registration for 13,000 pesticide products, renewals and new applicants.

“The lengthy registration and licensing process financially impacts registrants by delaying their ability to sell products in California. The delays also impact DPR’s revenue stream since Mill Assessment Fees cannot be assessed until products are licensed and sold,” the department wrote in the RFP released on Sept. 16.

The Pesticide Regulation Branch’s core systems are built on an Oracle database, with databases for registration tracking, master chemical ingredients, licensing and company information, product labels, and more.

“The proposed Pesticide Registration Data Management System (PRDMS) solution is a centralized electronic pesticide product registration system that will replace and eliminate more than twenty-one (21) stand-alone, disparate systems and numerous manual processes. The proposed solution will include workflow management, customer relationship management (CRM), as well as company and product management components. There are three major components to the overall solution: (1) the applicant portal, (2) the back office system, and (3) the data repository,” the Department of Pesticide Regulation said.

The new system will run on Windows-enabled servers and implementation will continue through 2017, according to state records.

Final proposals to this bid are due April 8, and the contract award is currently scheduled on Aug. 16. The contractor will be responsible for the design, development, integration, installation and implementation of the Pesticide Registration Data Management System solution.
