Key IT Roles in Recruitment by State, County, Major City

The three management or supervisory positions include enterprise architect for a state agency, chief innovation officer for a city in Silicon Valley, and an IT supervisor with a Northern California county.

The state, a major city and a county government have begun recruitment for key IT positions.

The state Office of Systems Integration (OSI), part of the California Health and Human Services Agency (CHHS), is seeking an Agency Enterprise Architect (IT Manager I) to perform “strategic and tactical planning” at the agency level. The incumbent will manage “highly analytical work through direct and indirect management of Agency resources.” OSI “provides project management, oversight, procurement and support services for a multibillion-dollar portfolio of high criticality projects,” the job posting notes. 

Key responsibilities and qualifications include:

  • Analysis, development, management, and governance of current and future enterprise technology architecture processes and structures
  • The collection, analysis and maintenance of information related to the core business and technology capabilities required by supported organizations.
  • Delivery of IT advisory services related to solution and enterprise architecture and development of related trusted partnerships with supported organizations
  • Knowledge and skill to create, publish and maintain EA principles, policies, standards and guidelines, including tactical work products and strategic roadmaps/plans.
  • Experience in designing and facilitating collaborative processes and workshops for generating technical work products related to solution and technology architecture. 
The position has a monthly salary range of $7,634 and $10,230, and the application deadline is Jan. 24.

The city of San Jose is recruiting for a chief innovation officer to succeed Shireen Santosham, who is leaving the position in the office of Mayor Sam Liccardo after three years to join the private sector.

The Chief Innovation Officer will lead the Mayor's Office of Science and Technology (MOTI), which generates the strategy and policies, and will work directly with the City Manager's Office and city departments to implement this vision. 

The city has an ambitious portfolio and big plans for 2020.

“Projects currently in this portfolio include autonomous vehicles, Internet of Things, broadband investment, bridging the digital divide, and making the city more user-friendly for residents by building new mobile and web apps to allow for seamless interaction with City Hall,” the job posting notes. “In the coming months, we will further develop a city-wide privacy policy, launch autonomous vehicle pilots,  launch several big data analytics projects to better serve our residents, develop a ‘chatbot’ for the city website … and begin work on addressing the homelessness crisis through more efficient data sharing.”

Among the desired qualifications are the following:

  • Experience in technology policy, emerging technologies, data, and ideas related to the “fourth industrial revolution”
  • Passion for and preferred experience with the San Jose community
  • Ability to create multi-stakeholder coalitions to support the work of MOTI
  • A strong communicator who has the ability to express ideas clearly and concisely, with both precision and political and cultural sensitivity
  • Experience with communications, press, and fundraising preferred
The annual salary range for the position is $103,340 to $160,867. Applications are reviewed on an ongoing basis, and the recruitment will remain open until the position is filled.

The Auburn-based Placer County offices of the Clerk, Recorder and Elections are recruiting for an IT Supervisor to oversee all IT functions for the three divisions, including “voting equipment programming, testing and maintenance, as well as vote tabulation system configuration and testing,” the job posting says. “Staff scheduling, team building, leadership and project management are integral parts of this position.”

Oversight responsibilities of the role include application development and support; business systems; network and telecommunications; database; platform technologies and monitoring, installing, configuring and upgrading, modifying, troubleshooting and repairing hardware, software and peripheral problems; and supporting end users.

Duties of the position include:

  • Supervises a group of technology employees within an assigned technology work unit; selects and directs staff; plans, prioritizes, schedules, assigns and evaluates work; procures and provides resources to staff as needed; monitors and evaluates staff performance and quality of work; initiates informal and formal disciplinary actions as necessary.
  • Recommends goals and objectives for assigned information technology operations and directs their implementation; establishes schedules and methods for assigned program area; develops and implements policies and procedures. Determines staffing needs for assigned work units/operational areas in order to achieve goals and objectives.
  • Evaluates operations and activities of assigned unit/operational area and recommends improvements and modifications. Prepares various reports on operations and activities.
  • Assumes responsibility for staff development and training; identifies individual training needs and works to ensure those needs are met.
  • Builds and maintains positive working relationships with co-workers, other County employees, and the public using principles of effective customer service.
  • Reviews and approves programming, systems development and systems enhancement plans, work orders, consultant and related bills and purchase orders; prepares and monitors consultant agreements, reviews new and proposed laws, regulations, codes, methods, materials and techniques for application to projects; develops and implements procedures, standards and systems.
  • Performs a variety of complex applications, network and/or professional technology troubleshooting and analysis duties as a working supervisor. Assists in solving problems regarding networking, telecommunications, operating, communications, business process analysis, and application systems.
  • Assists in preparing, administering and monitoring unit or project budgets; tracks and monitors expenses for assigned areas; researches costs for new hardware, software and other items and prepares reports and recommendations.  
  • Manages complex technology projects requiring the support of multiple diverse staff and the procurement/utilization of specialized resources; determines and develops cost benefit analyses for project justifications; identifies the budget and resources needed to conduct the work; manages and monitors budget dollars and staff; evaluates risk options; ensures project compliance with County and department procedures or protocols, budgetary constraints and staff/resource utilization; monitors and manages vendor performance to ensure compliance with County standards and specifications; interfaces with clients to define project scope and review project activities, recommendations and outcomes; designs and directs project testing and quality assurance processes.
The position has an annual salary range of $102,918 and $128,523, and the application deadline is Feb. 7.
