OSI Opens Recruitment for Deputy Director

The executive position includes oversight of the Child Welfare Digital Services Division and its key programs — the Child Welfare Services/Case Management System and the Child Welfare Services-California Automated Response and Engagement System.

The Office of Systems Integration, a key component of the California Health and Human Services Agency, has opened recruitment for a deputy director (Career Executive Assignment).

The deputy director, who will oversee the Child Welfare Digital Services (CWDS) Division, provides executive leadership and direction to the Child Welfare Services/Case Management System (CWS/CMS) and the Child Welfare Services-California Automated Response and Engagement System (CWS-CARES), two key state programs.

“The Deputy Director’s scope of work includes managing stakeholder involvement and representing OSI with the Legislature, governmental, public, and private agencies as well as testifying in legislative hearings,” the job posting says. “The CWDS Division IT systems are used by tens of thousands of county child welfare workers who protect the health and safety of California’s vulnerable and at-risk children. As such, the projects are subject to significant public, media and legislative scrutiny. The incumbent must understand the criticality of the relationships between budgets/fiscal operations and all aspects of administrative operations, e.g., development of complex spending plans, tracking of critical contractual term dates, creation of successful feasibility studies and Budget Change Proposals, and legislative analyses of proposed legislation.”

The deputy director’s duties include planning, organizing and directing the work of professional state, consultant and vendor employees that work directly with the CWS Division, according to the duty statement for the position. In addition, the deputy director will oversee maintenance and operations of the legacy Child Welfare Services Case Management System (CWS/CMS), with an annual operating budget of $93 million. It also includes management of the Child Welfare Services New System (CWS-NS) Project, which is identified by CalTech as one of California’s 10 largest IT projects. The estimated project budget is approximately $500 million, and the resulting new system is being developed to modernize and transform California’s ability to provide child welfare services. The deputy director will also manage the development and implementation of sensitive, complex and critical automation policies and procedures.

The deputy director position reports to OSI Chief Deputy Director Brian Wong. OSI is led by Director Dan Kalamaras

The position has a monthly salary range of $10,360 to $12,341, and the application deadline is Nov. 7.
