SoCal City OKs 5-Year, $8.3M Deal for Tyler SaaS ERP

Tyler will provide Software as a Service (SaaS) to the city, including maintenance, support and consulting, and the city will get rid of its 32-year-old legacy system. The new package has financial, human capital management, revenue, productivity and GIS components.

The city of Oxnard has approved a five-year, $8.33 million contract with Tyler Technologies for a comprehensive Enterprise Resource Planning technology package.

Tyler will provide Software as a Service (SaaS) to the city, including maintenance, support and consulting, to include the city’s financial, human capital management, revenue, productivity and GIS components.

“The city of Oxnard needs to evolve into a 21st-century organization that provides modern, easy-to-use services that our residents, businesses and city staff expect from a well-run government,” city Chief Information Officer Keith Brooks said in a statement.

The contract will enable Oxnard to eliminate its 32-year-old legacy system, which is no longer efficient or sustainable to handle the needs of the Southern California city of 210,000 people. For instance, the city staff currently uses paper timesheets, which must be manually entered into the payroll system, and the current software relies on paper-based work orders for public utility asset maintenance and management.

As part of the new system, Oxnard will use Tyler’s Socrata Open Finance, an open source product.

The contract calls for the city to pay $4.15 million up front and an annual payment of $835,781 over five years, totaling an additional $4.17 million, bringing the contract value to $8.83 million. (Additional costs, such as any travel that Tyler must do in support of the system, are broken out separately in the contract.)

“Residents will be able to use a resident portal for utility services, apply and schedule permit inspections, and pay fees online, eliminating the need for paper,” Tyler said in a news release. “Businesses will be able to submit electronic plans for review, allowing them to easily track changes online. Additionally, vendors transacting with the city will have the option to submit invoices online and track payments in real time, improving their accessibility.”

Oxnard has drawn notice in recent years as it’s become the most populous city in Ventura County, and its focus on IT and related technologies has reflected that. While its roots as an agricultural economy remain strong, its financial base has broadened to include manufacturing, retail, health care and hospitality.

In September, Oxnard was was honored with a “Best of California” award, given by the Center for Digital Government*, for the city’s innovative use of data and analytics within the Oxnard Fire Department.
