QualApps Names IT Veteran to Senior Director Role

The firm's new senior director has more than 30 years' experience in IT, including software engineering and application development. He'll work with QualApps on strategic guidance, business development, and delivery of services and products in the public sector.

QualApps has named a new senior director to focus mainly on product and service delivery in the California public sector.

Randy Doyle is a senior project manager and systems architect with more than 30 years’ experience in software engineering and application development, his LinkedIn profile notes.

“I have worked for public and private sector organizations with experience in financial services, pension administration systems, investment accounting, health care and justice,” he says. “I have hands-on experience delivering large system integration projects while effectively managing resources, budget and scope for multi-year, multimillion-dollar projects.”

Doyle most recently was with the state, serving as senior project manager for the California State Teachers’ Retirement System (CalSTRS) and overseeing a $251 million modernization effort of the pension administration system. Before that, he was a project director with the Department of Health Care Services, where he was responsible for all project management activities for the initial planning and coordination for the Medi-Cal Eligibility Data System (MEDS) Modernization Project. His role with that project included developing the future state architecture for the project, defining requirements and documenting business rules for the eligibility determination system.
