Recruitment for CIO Position Closes Thursday

The state has two key IT management openings. In addition to a CIO position, a second state agency is seeking a senior project manager.

The California Conservation Corps (CCC) is recruiting for a chief information officer, and the application deadline is Thursday. That’s one of two noteworthy IT positions the state is seeking to fill.

The CIO (IT Technology Manager I), who reports to the deputy director of Administrative Services, is “responsible for all facets of Information Technology and Information Management necessary to meet the department’s goals and mission statement and support the department’s critical lines of business,” the job listing says. “The CIO has the highest level of responsibility for guiding and directing the effective use of technology within the department.”

“The CIO has primary responsibility for the formation of strategies related to issues of information technologies and the alignment of technology to business areas within the department,” the post says.

“The CIO has oversight responsibilities related to the governance of technology within the department. The CIO promotes and advocates the use of technology to help meet business objectives and create innovative IT business solutions. The CIO is responsible for the continued improvement of IT processes through the evaluation of information technology services and operations within CCC Information Systems and Services (ISS). Conducts service-level evaluations and provides program management direction to ensure effectiveness and efficiency in meeting business IT needs.”

The CIO “plans, organizes and leads various functional areas within ISS, including the analysis, design, development, and implementation of computer systems and applications, and/or changes to existing computer systems, IT operations planning, network infrastructure operations, data security, hardware and software acquisition, IT procurement and contracting, and development and maintenance of the CCC Technology Recovery Plan,” the post says.

“The CIO is responsible for the long-term strategic and tactical planning associated with information technology projects, including responsibility for defining the methodologies that guide the development and implementation of IT projects that support CCC business objectives.”

The CIO will also oversee “activities such as information technology policy and program development, information technology portfolio management, information technology procurement, service performance management, process re-engineering, business analysis, research and development, strategic planning, digital service user experience engagement, content design, and product and delivery strategy.”

The monthly salary range for the position is $7,376 to $9,884.

The other significant position for which the state is recruiting is senior project manager (IT Specialist II) for the Department of Developmental Services.

The senior project manager serves as the subject matter expert and is responsible for complex IT projects and maintaining “a high level of knowledge and expertise on the System Development Lifecycle (SDLC) and project management processes and best practices,” the job posting says.

The PM is also responsible for developing, implementing, reviewing, maintaining and improving project management policies, processes and procedures to support Project Management Office modernization efforts.

The job posting notes that DDS headquarters, which is now at 1600 9th St. in Sacramento, will be among the departments moving in early 2021 to “a modern, sustainable and innovative office building currently under construction.” That building is at 1215 O St.

The recruitment for this position will remain open until it’s filled. The monthly salary range is $7,014 to $9,399.
