Reminder to Vendors: Controller's Office Plans Workshop, Procurements

The purpose of the new system is to modernize the human resource management and payroll system used by approximately 285,000 employees throughout state government and California State University.

The State Controller’s Office is planning an information session on the California State Payroll System (CSPS) Project on April 5, and it will include an opportunity for vendors to learn about planned procurements.

The event will be from 8:30 a.m. to 11 a.m. April 5 at the Secretary of State Auditorium, 1500 11th St., Sacramento.

The purpose of the new system is to modernize the human resource management and payroll system used by approximately 285,000 employees throughout state government and California State University. At the session, staff will:

  • Introduce the CSPS Project, differentiate it from previous efforts, and explain where the project is now
  • Communicate the business processing re-engineering (BPR) and organizational change management (OCM) efforts underway
  • Initiate an open dialogue with industry that will be continued as the project prepares for future solution solicitation(s)
  • Solicit innovative insight and feedback from industry on scope, procurement, and implementation approaches
The Controller's Office says it "will work with the California Department of Technology (CDT) using the Project Approval Lifecycle (PAL) process to improve the quality, value, and likelihood of success with clear objectives, accurate costs, and realistic schedules."

The Business Analysis for the project, which is Stage 1, has already been approved and can be viewed here. The project is now focused on Stage 2, Alternative Analysis, of the four PAL stages. The remaining elements of Stage 2 are:

  • Create Future State Process Inventory
  • Develop Baseline Process Flows
  • Conduct SME Sessions
    • Develop Detailed Solution Requirements
    • Develop Mid-Level Solution Requirements
    • Finalize to-be process flow
  • Conduct Vendor Outreach and Market Research
  • Identify Alternatives, Conduct Financial Analysis, and Recommend Solution
  • Develop High Level Schedule, Project Management Plans, and Data Conversion Strategy 
Stage 3 is Solution Development, and Stage 4 is Project Readiness and Approval.
