State Agencies, College District Seeking IT Applicants

Among the entities recruiting for IT talent are the California Department of Transportation, the state Franchise Tax Board and the Secretary of State’s Office, as well as Los Rios Community College District.

The state and a Sacramento-area college district are recruiting for key IT leadership positions.

The California Department of Transportation (Caltrans) is seeking a chief (IT manager II) of the Enterprise Application Services Branch (EASB), which comprises the Custom Applications/Client Server Support, Enterprise Applications Support and Application Architecture/Business Intelligence and Bi-Modal Support sections. According to the job posting, “The incumbent oversees one of the most complex Enterprise Applications and Business Intelligence/Architecture for Caltrans and has full management responsibility for policies, standards, processes, procedures for the analysis, design, implementation, maintenance and operation of Caltrans’ IT major and critical systems. The incumbent has full management responsibility for organizing, planning, coordinating, directing and controlling all activities associated with the day-to-day operations of the EASB.” Candidates must have either one year of experience as an IT Manager I or seven years of IT experience performing “a variety of progressively responsible technical, analytical, supervisory, or managerial tasks in support of computer systems or services in one or more of the major six domains or a closely related or emerging information technology field.” The monthly salary range for this position is $9,725 to $11,821, and the application deadline is Jan. 6.  

The California Department of General Services (DGS) is recruiting for a business analyst (IT specialist I) to serve as a subject matter expert on DGS’ IT systems and be responsible for the administration, maintenance, monitoring and security of DGS’ network infrastructure. The incumbent “acts as a lead IT business analyst for complex IT system problems, independently leads complex system studies, elicits requirements, analyzes issues and provides IT solution recommendations,” according to the duty statement. The job description says the position has a monthly salary range of $5,562 to $8,999, and the application deadline is Dec. 28.  

The Department of Health Care Services is recruiting for an enterprise systems architect (IT specialist II) to be “responsible for providing technical support for the Enterprise Statistical Analysis System (SAS) system or eSAS, the enterprise Microsoft Business Intelligence (MSBI) system, and the enterprise ArcGIS system, which are multi-server environments that support the department’s statistical, analysis, reporting and mapping (geographic information systems) needs,” according to the job description. “The ITS II must possess a high level of knowledge and skill in Windows server design and administration. These activities require the individual to be able to analyze systems, issues and situations; provide sound deductive reasoning; identify problems, and develop sound effective solutions.” More detail about the role is available in the job’s duty statement. The state Franchise Tax Board is recruiting for an assistant bureau director/enterprise architect (IT manager II) for the Technology Services Division. The assistant director serves in a senior management role, advising the bureau director on “formulating enterprise-wide IT direction and policies and strategic plans,” according to the job posting. Additional responsibilities include “establishing and meeting strategic goals, formulating and implementing long-range bureau objectives, and reviewing implementation and conformance of IT programs with organizational policies and objectives.” The assistant director also participates in departmental governance with respect to business operations. The California Secretary of State’s Office is seeking a solutions architect (IT specialist II) to be “responsible for the architecture, design, development, implementation and maintenance of enterprise system software projects, including support for the Cal Access Replacement System (CARS),” according to the job posting. The incumbent will serve as a senior member of the IT Division and will interact closely with IT personnel, including the software engineering and systems engineering teams and the information security officer, as well as with product vendors and service providers and with the program departments. Los Rios Community College District is recruiting for a senior IT business/technical analyst to undertake “activities and tasks related to project management, portfolio management and business analysis,” according to the job posting. In addition, the analyst will provide project management services for all aspects of the project including integration, scope, time, cost, quality, organizational change management, portfolio, risk and project closeout. “Project management duties will facilitate the necessary scoping, planning, coordination, direction, governance and project management best practices necessary for successful project implementation,” the posting says. The position has a monthly salary of $8,713, and the application deadline is Jan. 4.

The California Department of Technology has reopened a previous recruitment for a command center specialist (IT specialist I) to perform “advanced system troubleshooting and network analysis, coordinating incident resolution efforts with internal service teams and external vendor staff, and using multiple system utilities to obtain and analyze environment data,” according to the job posting. “The IT Spec I provides operational support in a lead capacity within the information technology systems that span multiple platforms, technologies, and devices.” More detail is available in the duty statement.
