State Agencies Recruiting for CIO, Security Chief and Network Architect

The Board of State and Community Corrections is seeking a chief information officer, the California Public Employees’ Retirement System is seeking an information security executive and the California Prison Industry Authority is recruiting for a network architect.

State agencies are recruiting for some key executive and technical positions, including a chief information officer (CIO), a chief information security officer (CISO) and a network architect.

The CIO role is with the Board of State and Community Corrections (BSCC), which was created in 2012 as “an independent statutory agency that provides leadership to the adult and juvenile criminal justice systems, expertise on public safety realignment issues, a data and information clearinghouse, and technical assistance on a wide range of community corrections issues.”

The CIO (IT Supervisor II) “is responsible for the leadership, analysis, programming, processing, technology operations and day-to-day supervision” of BSCC’s technology staff, according to the job posting. The responsibilities include supervision (40 percent); project management and application/database development (30 percent); desktop/user support (15 percent); technical liaison, training and consultation (10 percent); and other duties (5 percent), according to the position’s duty statement.

The CIO position has a monthly salary range of $7,263 to $9,731, and the application deadline is March 19.

The California Public Employees' Retirement System (CalPERS) is recruiting for a CISO (Career Executive Assignment) to succeed Liana Bailey-Crimmins, who held the position until her promotion last month to the role of state chief technology officer in the California Department of Technology.

The CalPERS CISO “provides direction and policy guidance to the Information Security Office, the Information Technology Services Branch (ITSB) and the CalPERS enterprise,” according to the job posting. “The CISO provides direction on information security and privacy across all of CalPERS retirement, health and investment programs. This position has broad authority and management responsibility for protecting the privacy, confidentiality, integrity and availability of CalPERS information and services.”
The position’s duties break down this way, according to the duty statement:

  • 40% — Administering “a strategic, comprehensive information security and privacy program to ensure appropriate levels of confidentiality, integrity, availability and privacy of information assets owned, controlled and/or processed by CalPERS.”
  • 25% — “Administers the information security and privacy governance structure through the hierarchical governance program, including the Information Security Steering Committee.”
  • 20% — “Oversees and provides policy direction for the CalPERS privacy program that balances privacy and business usage for CalPERS member, business partner and stakeholder information. Improves the use of the data to drive security and protection to CalPERS, its members, employees and third-party associates.”
  • 15% — “Acts as an advocate for information security and privacy best practices. Consults with senior IT and business leaders regarding their information security risks and responsibility in minimizing those risks.”
The position has a monthly salary range of $10,360 to $12,341, and the application deadline is April 7.

The California Prison Industry Authority (CALPIA) is seeking a network architect (IT Specialist II) to “to ensure the stability and integrity of voice, data, video, wireless, information systems, and CALPIA staff and offender networks,” according to the job posting. “This includes planning, developing, designing, installing, configuring, maintaining, supporting and optimizing local and wide area network, system hardware, software and communication links.”

In addition, “The incumbent leads and participates with the installation, monitoring, maintenance, support and optimization of all network hardware, software, communication links and associated operating systems,” the job posting says. “The candidate must be able to analyze traffic from switches and firewalls. Incumbent performs a wide variety of tasks requiring innovative problem-solving where guidance is not readily available. Incumbent optimizes and applies architecture solutions for the benefit of CALPIA and plays a major role in advising management or formulating information technology policy.”

The position has a monthly salary range of $7,365 to $9,869, and the application deadline is March 14.
