State Agencies Recruiting for Developers, Managers, Engineers

Among the agencies seeking candidates are the California Department of Technology, the Department of Motor Vehicles and the State Controller's Office.

The state is recruiting for multiple IT positions across numerous departments and agencies. Here is a roundup with a brief synopsis of each.

The Department of Resources Recycling and Recovery (CalRecycle) is seeking an IT Specialist II to join a team of software developers, project managers and web services to lead and mentor project teams, which may include business analysts, system engineers, system architects, subject matter experts, test coordinators, external entities and users.

The IT Specialist II “acts as a lead architect for the department’s software development, software maintenance, and software hosting efforts,” the job posting says. “The incumbent provides a high level of innovation, leadership, and planning, and ensures their work is closely coordinated with management and other senior technical staff.”

The position has a monthly salary range of $7,014 and $9,399, and the application deadline is May 9.

The Department of Motor Vehicles (DMV) is recruiting for a security analyst (IT Specialist I) to work under the direction of the department’s information security officer. According to the job posting, the responsibilities include performing risk analyses; developing security requirements; conducting information security reviews of solutions to ensure they comply with all policies and standards; performing security analyses of enterprise-wide systems that interface with government, law enforcement and commercial entities; reviewing various documents related to the Project Lifecycle and Payment Card Industry Data Standards; performing Assembly and Senate bill review and analyses; reporting on security performance of departmental systems; and assisting with information security incidents.

The monthly salary range is $5,297 to $8,570, and the application deadline is May 12.

The Financial Information System for California (FI$Cal) is recruiting for a web application developer (IT Specialist I) to provide technical leadership and expertise working with the Emerging Technologies and Web Services development and maintenance. “The incumbent provides assessment, design, development and operation support for the web, content and automation services,” the job posting says. The developer “is responsible for systems analysis, design, build, maintenance and operations of complex software systems and software projects. The incumbent evaluates, analyzes, designs, codes, implements, maintains and supports computer software which includes but is not limited to, web management software, operating systems, business intelligence software, cloud services, commercial off-the-shelf software (COTS), proprietary software packages and tools.”

The Department of Transportation (Caltrans) is recruiting for a security systems architect and engineer (IT Specialist II) to serve as security technical lead on complex computer systems, respond to cybersecurity and/or technology recovery incidents, serve as project manager on security-related projects, provide vendor and contract oversight and perform ongoing complex audits/assessments on the department’s enterprise infrastructure, applications and systems to ensure compliance with relevant security policies and standards.

According to the job posting, the position has a monthly salary range of $7,014 to $9,399, and the application deadline is May 12.

The California Department of Public Health (CDPH) is seeking a software engineering supervisor (IT Supervisor II) to manage multi-disciplinary staff working on projects with statewide programmatic impact and data systems supporting mandated state and federal reporting requirements. The supervisor also advises section, division and program deputy directors on complex and sensitive program planning issues. “This is an exciting opportunity to work in an Agile fast-paced environment supporting the Pega Framework,” the job posting says. “The successful candidate will receive training to learn the administration of Pega applications. The expectation is that this training will allow the successful candidate to become a certified Pega Business Architect.”

The position has a salary range of $6,917 to $9,268, and the application deadline is May 27.

The California Department of Food & Agriculture (CDFA) is recruiting for an IT Manager I who is a highly knowledgeable and experienced applications development services section chief managing teams of .NET, web, mobile and COTS application development and maintenance services for the department. In addition, according to the job posting, “The IT Manager I is responsible for controlling and maintaining a unified and consistent CDFA enterprise web presence, associated standards, and publishing content changes for the enterprise.”

The manager will work in CDFA’s Office of Information Services, which oversees technology governance, Applications Development Services, customer support, IT infrastructure operations, enterprise architecture, procurement and information security. The position has a monthly salary range of $7,634 to $10,230, and the application deadline is May 11.

The California Student Aid Commission (CSAC) is recruiting for a “change and release management program lead" (IT Specialist I) to be “responsible for the professional execution of the Release and Change Management programs, Service Asset and Configuration Management (SACM), enterprise governance, and production operations,” the job posting says. “The ITS I works alongside all CSAC IT and business teams to ensure the successful end to end management of the release and change management programs.”

The CSAC, located in Rancho Cordova, is the principal state agency responsible for administering $3 billion in financial aid programs for students attending public and private universities, colleges and vocational schools in California. The monthly salary range is $5,297 to $8,570, and the recruitment is ongoing until the position is filled.

The California Department of Technology (CDT) is seeking a systems engineer (IT Specialist II) to serve as a subject matter expert, working at the advanced level, maintaining the operational health of CDT’s Statewide Data Center Network, and providing expert-level support, recovery, incident response, installation and maintenance of complex, critical network services and equipment.

Responsibilities, according to the job posting, include “providing support to functional areas such as Distributed Denial of Service (DDOS) protections, Quality of Service (QOS), Internet Protocol (IPv4, IPv6), optical (fiber), virtualization solutions, functional areas of Metropolitan Area Networks (MANs), Wide Area Networks (WANs), and external customer Local Area Networks (LANs).” The IT Spec II also supports a variety of complex second- and third-level network support services, which includes troubleshooting incidents, network equipment installations and project assignments.

The monthly salary range is $7,014 to $9,399, and the application deadline is May 15.

The California State Controller’s Office (SCO) is recruiting for a mainframe developer (IT Specialist I). The position requires “strong knowledge and/or experience of mainframe development using some or all of the following technologies, such as IBM z/OS, SYNCSORT, VSAM/IAM, IDMS, COBOL, JCL, Client Builder, REXX, ADS/Online, ISPF, FOCUS,” the job posting says.

The monthly salary range for the position is $5,297 to $8,570, and the application deadline is May 7.
