State Agencies Recruiting for Executive, Specialist IT Positions

Recruiting is underway for positions with the California Department of Technology, the California Department of Education and the California Military Command.

State agencies are recruiting for several high-level and specialty positions.

The California Department of Technology (CDT) is seeking a chief service assessment officer (Career Executive Assignment) for the department’s Office of Statewide Project Delivery.

“The chief service assessment (SA) officer is responsible for developing a startup (within CDT) to proactively identify tangible risks to the stability and health of critical services that the state of California provides, and guide departments on stabilizing and improving the services accordingly,” the job posting says. “The chief SA officer will provide strategic leadership for the Service Assessment and Stabilization program, providing direction, guidance and oversight of the assessments and stabilization across multidisciplinary teams, in order to trigger timely and critically needed action by departments.”

The officer will be part of CDT’s executive staff. The responsibilities of the position include:

  • Develop, implement and maintain statewide policies, standards and procedures governing the SA program through the State Administrative Manual (SAM), State Information Management Manual (SIMM) and will direct and create strategic and tactical plans for SAs.
  • Direct, organize and resource multidiscipline SA project teams working with other CDT offices, CDT leadership and state entity stakeholders to define the scope of SA efforts including the engagement strategy and timelines, identifying potential team members and building the SA team and act as executive lead in the initial prioritization of SA efforts and activities and executive engagement with state entity executives receiving SA services and assessment recommendations.
  • Develop and maintain processes and systems for managing the SA program. Act as administrator over the SA program. Manage communications with the governor's office and other key stakeholders such as the Government Operations agency, Department of Finance, Legislative Analyst’s Office, for budget, timelines and legislative oversight and coordination related to SA and delivering on the overarching goals of the program.
  • Perform in-depth and proactive engagement on highly complex solutions, applications, data and web issues. Provide a temporary executive leadership role during crises and establishing critical statewide partnerships with departments on service transformation initiatives.

The California Department of Education (CDE) is recruiting for two specialist positions, one for information security and the other for IT service management software.

The security position (IT Specialist II) is responsible for the enforcement of CDE and state information security and privacy policies and directives. “The incumbent works on the development, oversight, administration and technical implementation of the department’s information security and privacy program standards, procedures, guidelines, safeguards, initiatives and processes,” the job posting says. Responsibilities of the role include:

  • Directs the security and privacy training programs for CDE employees.
  • Monitors CDE’s information security-related products and services for signs of potential suspicious or malicious activity.
  • Provides immediate response to high-priority information security-related system alerts, and evaluates and recommends remediation steps.
  • Coordinates CDE’s Technology Recovery Plan activities.

The software position (IT Specialist I) “provides administration and technical support for IT service management (ITSM), IT asset management (ITAM) and software asset management (SAM) solutions,” the job posting notes. “The individual acts as the subject matter expert for software entitlements (e.g., licenses, maintenance agreements and subscriptions) for on-premise or cloud-based IT solutions” used by CDE. “The ITS I works closely with stakeholders to define, maintain, analyze and optimize CDE’s software licenses and software asset management programs.”

The California Military Department is also recruiting for an IT Specialist I to perform duties related to IT project management and system engineering, administration, architecture, integration, storage and virtualization, the job posting says. The specialist “serves as a technical architect and server engineer for the department’s server computing infrastructure, evaluating business needs, security impacts and overall effect of change to the physical, virtual and cloud server environments.”
