State Agencies Recruiting for IT Chief Positions

The Office of Statewide Health Planning and Development is seeking a branch chief who'll also serve as chief strategy officer, and the Department of Social Services is seeking a chief for the Enterprise Production Services branch.

Two state agencies are recruiting for key IT leadership positions.

The Office of Statewide Health Planning and Development (OSHPD) is seeking a branch chief (IT Manager I) who will also serve as the office’s chief strategy officer, advising the ISD management team, other branch chiefs and deputy director with strategic and tactical recommendations.

The Planning and Management Branch chief is “responsible for all strategic and tactical components of the ISD program including portfolio and project management, business analysis, business process management, enterprise architecture, IT acquisitions, asset management, legislative analysis and regulatory coordination, and division administrative functions including contracts, budgets and personnel,” the job posting says. The branch chief coordinates with the ISD deputy director, branch chiefs and management team “to identify and execute ISD strategic and operational priorities.”

 Desirable qualifications and responsibilities include:

  • Create organizational change leadership and vision and strategic thinking.
  • Ability to communicate effectively and present ideas with a clearly defined purpose.
  • Facilitate IT strategic planning sessions and workshops, effectively framed by organizational goals and objectives.
  • Ability to establish and maintain cooperative relationships with business and technical personnel, management, contractors, vendors, and customers to provide clear direction of IT operational goals, objectives, and services.
  • Formulate, analyze, and make recommendations on the impact of legislation and plan for its implementation under the direction of state, departmental and other applicable government policies and regulations.
  • Guide the development and elaboration of plans and artifacts to obtain internal and external project approval.
  • Work with control agencies to comply with state administrative requirements including data and technology projects.
  • Develop metrics and Project Portfolio analysis, project risk analysis, and project lessons-learned improvements.
The position has a monthly salary range of $7,634 to $10,230, and the application deadline is July 7.

The Department of Social Services (DSS) is recruiting for an Enterprise Production Services chief (IT Supervisor II) to “manage, develop, implement, operate and maintain critical applications on mainframe systems, IBM Notes and auxiliary systems,” according to the job posting.

Other responsibilities include supporting and maintaining critical applications “while extending, converting and/or migrating capabilities to web and mobile platforms using modern programming languages and operating systems that adhere to open standards or application programming interfaces.”

Desirable qualifications include:

  • Ability to provide technical project oversight and management of technical teams working in a matrix environment.
  • Hard-working self-starter with experience in Agile and Waterfall software development methodologies and technical staff management experience.
  • Skill with application systems development life cycle methodology.
  • Ability to exercise a high degree of initiative, independence of action and originality, and must demonstrate tact and good independent judgment.
The position has a monthly salary range of $6,917 to $9,268, and the application deadline is July 3.
