Departments are seeking positions that include software tester, project contracts manager and enterprise data manager.

State agencies are recruiting for multiple leadership and management positions in the IT sector.

The Department of General Services is seeking a FI$Cal support manager (IT Manager II) to work with the Financial Information System for California. “This position will use a unique blend of in-depth knowledge of the FI$Cal system and an understanding of the State of California’s Accounting and Procurement policies and practices to direct a team of staff responsible for resolving the most complex technical and system issues in a timely manner related to FI$Cal,” the job posting says. The California Department of Technology (CDT) is recruiting for an IT Manager I who will have “significant responsibilities for formulating and administering organizational IT policies and programs and for planning, organizing and directing the work in the areas of Information Security Engineering, Software Engineering and System Engineering and Client Services,” the job posting says. The manager will work with the department’s chief information officer “to develop and implement strategies and guidelines to provide uninterrupted access to CDT’s computing and voice services functions that support major applications,” it says, adding that responsibilities include “the daily delivery of access management, incident management, VoIP and cellphone services and the administration of directory services and tools within the Windows OS and iOS/Android OS platforms.” Additional information about the role can be found in the duty statement. The Office of Statewide Health Planning and Development (OSHPD) is recruiting for an enterprise data manager (IT Supervisor II) to be responsible “for planning and managing enterprise data warehouse initiatives; data preparation including sourcing, acquisition and integration; data quality, timeliness, and governance practices and standards; master data management operations; and supporting information delivery, business intelligence, reporting and analytics,” the job posting says. “This involves planning, organizing, coordinating and directing the activities of the enterprise data warehouse team, information delivery leads and data specialists. The incumbent engages in close collaboration with IT Operations, Healthcare Analytics, division management and other key stakeholders to ensure the Data Management Group meets identified performance objectives and drives value to business outcomes across the enterprise.” Additional details are available in the duty statement. The Enterprise, Innovation and Technology Services Division of the Department of Health Care Services is recruiting for a software tester (IT Specialist I) to perform “a wide variety of tasks requiring regular and innovative problem-solving for broadly stated business requirements with non-specific guidelines,” the job posting says. “The scope of work assignments typically includes multiple program areas, and involves planning, developing and implementing technological solutions that are essential to the mission set forth by the Department of Health Care Services. They provide support of the legacy mainframe application known as the Medi-Cal Eligibility Data System (MEDS) and several other MEDS related sub-systems or interfaced applications with the use of industry best practices and the Software Development Life Cycle (SDLC) or Agile development practices.” Additional details about the role are included in the duty statement. The Department of Consumer Affairs is seeking a project contract manager (IT Specialist I). According to the job posting, desirable qualifications include:

  • Thorough understanding and strong experience with state of California contracting principles, policies, directives and manuals (e.g. SMC, SAM, SIMM, etc.)
  • Experience developing and managing procurement contracts for IT consulting services
  • Ability to develop and write statement of works with a strong understanding of consulting services and the use of technical language
  • Knowledge of project management concepts, principles, practices and processes
  • Ability to analyze information and situations, reason logically, identify and solve problems, draw valid conclusions and develop effective solutions
