State Agencies Recruiting for Project Leaders

Three key agencies seek management-level specialists to oversee projects and lead technology teams.

Several state departments and agencies are recruiting for highly skilled positions, some of which are leadership roles.

The Office of Systems Integration (OSI) is recruiting for a project director (IT Manager II) to “procure, deliver, and manage the electronic Women, Infants, and Children Management Information System (eWIC MIS) Project. This position requires high-level project management, technical, and communication skills in order to represent the project through effective communications with the state, local, federal, and private sector executive-level stakeholders.” The eWIC project “interfaces with an Electronic Benefits Transfer system to comply with the Federal Healthy, Hunger-Free Kids Act of 2010,” the job description says. “The project is currently in Phase II of the implementation to deliver additional functionality on behalf of the Department of Public Health.” OSI is within the California Health and Human Services Agency. The position has a monthly salary range of $9,725 to $11,821, and the application deadline is Aug. 21.

The State Controller’s Office (SCO) is seeking a California State Payroll System chief (IT Manager I) to manage the CSPS Data Analysis and Conversion team, a team of experts who specialize in data analysis and conversion for the CSPS Project. “The incumbent will guide the development and elaboration of artifacts, materials, reports, plans and dashboards to assist the eventual data migration from the State Controller’s Office (SCO) legacy system, Universal State Payroll System (USPS), to a future state in the process of being defined,” says the job description. “The incumbent will also be involved in aiding and performing complex program analysis and helping development by using existing legacy tools and systems. The incumbent will help is analyzing and developing data conversion methods using COBOL/CICS, Mark IV and should have a strong background in Mainframe, and SQL/IDMS/DB2 databases.” The monthly salary range is $8,016 to $10,742, and the application deadline is Aug. 24.

The California Department of Transportation (Caltrans) is recruiting for the role of chief of the Application Development and Support Division to provide “high-level direction to managers of the units responsible for development and support of systems that are critical, cross-functional, sensitive, and which directly affect the Department’s ability to effectively deliver its vision, mission, and goals according to the policies and standards established by the Division Chief,” the job posting says. “This position is expected to continually enhance our customer’s experience by implementing, utilizing, and monitoring proven customer service practices.” This position is a Career Executive Assignment, and the monthly salary range is $10,360 to $13,063. The application deadline is Aug. 27.
