State Agencies Seek to Fill IT Leadership Positions

Two of the positions are with the Department of Motor Vehicles, which is working to modernize and upgrade its technology and service.

Four state agencies are recruiting for key positions in IT, including a project leadership position with the Department of Motor Vehicles (DMV).

The DMV Modernization Project Director (Career Executive Assignment) will oversee modernization projects with updated technology; recommend, develop and administer the department’s modernization applications and infrastructure; and will formulate and implement new technology services to meet the department’s future needs. The position encompasses IT Project Management, Business Technology Management and Systems Engineering, including Contract Administration, IT Strategic Planning, Communications Management, Cost Management, Human Resources Management, Integration Management, Planning and Enterprise Architecture.  

Applicants are asked to answer a series of detailed questions, according to the job posting, including:

  • Describe your experience in overseeing and managing a highly visible and highly critical modernization project; and your experience in planning for and initiating transition efforts for the next generation of technology tools that support a department.
  • Describe your demonstrated ability to oversee procurement, contract management, budgeting and reporting related to an IT project; and your demonstrated ability to direct, identify, quantify and mitigate procurement and vendor risks and issues.
  • Describe your demonstrated ability to direct the formulation and interpretation of policies, plans and procedures for identifying, evaluating and implementing major IT projects to support a department’s programs and operations.
The monthly salary range for this position is $11,505 to $13,063, and the application deadline is Feb. 11.  

The other position for which the DMV is recruiting is IT System Administrator (IT Specialist II), who will be the expert server system administrator in the Infrastructure Group. The incumbent supports servers, appliances, enterprise storage, switches and all related IT equipment. “Technologies include Active Directory, DNS, Windows & Linux server operating systems, VMWare, Flash, SAN and NAS storage, Citrix, SQL, system security, and cloud services on AWS (Amazon Web Services), Azure, and O365 (E-mail, One Drive, Teams, etc),” the job posting says. “The system administrator is responsible for the installation, deployment, configuration, upgrading, maintenance, optimizing and testing of the DMV Infrastructure software and equipment.” The position has a monthly salary range of $7,014 to $9,399, and the application deadline is Feb. 11.

The Employment Development Department (EDD) is recruiting for two positions — a Data Enterprise Architect (IT Specialist II) and an IT Supervisor II.

The Data Enterprise Architect position includes responsibility for formulating strategies and leading the development, maintenance and use of EDD’s Enterprise Architecture. That includes:

  • Developing data strategies and data governance processes
  • Creating future state capabilities and architectures that will achieve them, and determining current gaps
  • Developing road maps that guide the progress of EDD’s business, data, systems and technologies through active collaboration with subject matter experts of all levels
  • Providing technical guidance and consulting to project teams, other architects, governance bodies and other business and technical areas
  • Providing strategic direction on tools used to extract, transform, store and performance-tune data
  • Maintaining current knowledge of evolving technologies and industry trends, and determining potential impact to the enterprise and its architecture.
The position has a monthly salary range of $7,014 to $9,399 per month, according to the job posting, and the application deadline is Feb. 18.  

The other EDD position is IT Supervisor II, who will manage the team that supports the Unemployment Insurance Online (UIO) application. The IT Supervisor II plans, organizes, directs and manages projects in the Product Development Division, and the work of both vendor and state staff, according to the job posting. “This position is also responsible for leading the workload management and technical development for the UIO Operations Group Staff.” Desirable qualifications include:

  • Experience in planning, organizing and supporting projects.
  • Experience in maintenance and operations of large-scale applications including project code deployments, system updates, hardware/software upgrades, and architectural updates to the supported system.
  • Experience with workload management and technical development of an operations team.
The position has a monthly salary range of $6,917 to $9,268, and the application deadline is Feb. 27.

The California Department of Justice is recruiting for a Network Engineer (IT Specialist II) to serve as a technical expert within DOJ in support of Enterprise IT operations, including all associated hardware/software components and confidential and sensitive data. Desirable qualifications, according to the job posting, include:

  • Thorough understanding of Layer 2 (switching/LAN) and Layer 3 (routing/WAN)
  • Experience/knowledge of MPLS
  • Experience evaluating new network technologies and making effective recommendations for their use
  • Expert knowledge in configuring, installing and supporting routers, switches, firewalls, load balancers, LANs and WANs
  • Expert knowledge and background in network principles and concepts
  • Plan, configure, and monitor VoIP implementations using QoS and industry best practices
  • The ability to be contacted by DOJ management any time, day or night, and on weekends and holidays.
The monthly salary range for this position is $7,014 to $9,399, and the application deadline is Feb. 11.

The state Department of Education is recruiting for an IT Supervisor for Projects and Procurement (IT Supervisor II) to oversee the department’s Projects, Procurement and Reporting Office (PPRO) and its staff. “The PPRO Supervisor is responsible for overseeing information technology (IT) project initiation and approval; overseeing the department’s procurement of IT goods and services; reviewing IT contracts; performing contract and vendor management; supervising four staff; and serving as the chief liaison with Department of Technology (CDT), Department of Finance (DOF), and Department of General Services (DGS),” the job posting says. Responsibilities include staff supervision; IT project initiation, coordination, management and reporting; IT procurement and contract management; and work products.

Desirable qualifications, according to the job posting, include:

  • Experience supervising and/or directing the work of IT staff
  • Experience with California Department of Technology’s Project Approval Lifecycle procedures and reporting requirements
  • Practical knowledge of California’s State Contracting Manual
  • Experience with procuring IT products and services using state procurement options
  • Experience with using the IT procurement functionality of the FI$Cal system
