State Agencies Seek Vendors for 2 IT Initiatives

The California Department of Technology and the Franchise Tax Board have released two notices of procurement for various technology needs at the latter agency.

The California Department of Technology and the Franchise Tax Board are seeking vendors for two information technology projects at FTB.

In both initiatives, the work centers on support services and replacements for original equipment, and responses are due in early December. Among the takeaways:

• The first project is a statewide technology procurement from the California Department of Technology’s (CDT) Office of Statewide Project Delivery, for FTB. It’s an Invitation for Bid released Nov. 19, and final bids are due by email by 3 p.m. Dec. 4. Here, CDT seeks a contractor to provide 12 months of "software support for IBM software products licensed to the state.” The agencies seek support for FTB in areas including upgrades and technical support. That includes download access to fixes, feature packs and new releases and new versions of software via Passport Advantage Online; and helping IBM Support answer questions about deployment, migration, troubleshooting and code.

• “Recommended activities by software product” include IBM data replication, master data management, Infosphere Information Server Enterprise Edition (IISEE) and Infosphere Identity Insight. IBM will provide analytical services in support of the software; unified governance and integration; and hybrid data management services, according to the invitation for bid.

• The second project is a request for quotation (RFQ) in technology goods and services, by FTB, released Friday. Quotes are due by email by 2 p.m. Dec. 10. Here, the agency seeks “a contractor to provide qualified (IT) representatives” from original equipment manufacturers IBML, Tangent and Impression Technology to do upgrades and enhancements to FTB’s PDC systems (IBML SoftTrac, Tangent Deposit21) and its Impression Technology, iCapture.

“These suites of applications are commercial off-the-shelf (COTS) solutions that require outside support for changes and enhancements to the binary code of the application, which FTB does not have the ability to change,” the agency said in the RFQ. FTB will also need upgrades to its Windows server and to its Microsoft SQL server database.

• Specific to its Data Capture System, FTB seeks a contractor to perform tasks including replacing Dell servers utilized by its IBML scanners; providing the software configuration needed to modify FTB’s iCapture software to accommodate upgrades; installing and configuring Deposit21 software; and providing training on the latter to a variety of personnel. Three rollouts each are planned for iCapture, IBML and Deposit21, FTB said in the RFQ.
