State Agency Renews Recruitment for CIO

“The CIO must possess a complete understanding of the department’s Strategic Plan and devises adaptive methods to align information technology resources with strategic plan objectives and priorities,” the recruitment notice states.

The California Department of Community Services and Development (CSD) is recruiting for a chief information officer (IT Manager I).
The position has been open since December, when then-CIO John Cramer left that role and was named CIO and deputy executive officer of the IT Division for the California Victim Compensation Board. It was previously advertised; this is a renewal of that recruitment. 

The mission of CSD, according to its website, is: “CSD reduces poverty for Californians by leading the development and coordination of effective and innovative programs for low-income individuals, families and their communities.”

In CSD’s recruitment, the CIO’s key responsibilities are spelled out: planning, acquiring and operation of hardware, software and networks composing the department’s IT infrastructure. 

“The CIO develops policies and procedures in data processing, telecommunications and automated systems and ensures such policies and procedures are adequately documented and updated accordingly,” the job posting says. “Additionally, the CIO must possess a complete understanding of the department’s Strategic Plan and devises adaptive methods to align information technology resources with strategic plan objectives and priorities.”

Additional information from the position’s duty statement cites the various responsibilities and “essential functions” of the position and the approximate share of the incumbent’s time is spent on each:

  • Oversee the assessment, design, development and ongoing management of high-level enterprise application projects including  the Combined Output Reporting Engine, the Expenditure Activity Report System, eCORE and other CSD proprietary data systems. 30 percent.
  • Provide leadership, direction, policy guidance, clarification and technical assistance in the planning, transition to and implementation of solutions required to meet current and future IT needs for the department. Develop strategies required to meet current and future IT needs and provide support with particular emphasis on content management, project planning, database technologies, IT best practices, emerging technologies, business intelligence and data asset management. 30 percent.
  • Provide oversight on major, complex development projects designed on various architectures including client server and hosted services. Perform studies of existing and emerging business problems and utilize adaptive application development strategies to accelerate the development and deployment of responsive software solutions responsive. Assume a direct interest in all cross-functional business analysis teams, including those involving outside stakeholder organizations, sister agencies and key partners. 25 percent.
  • Manage, direct and control the planning, development and maintenance activities for IT technical operations including the local area network, wide area network, server farm and desktop support. Ensure that appropriate organizational policies, procedures and technical systems are in place in order to maintain compliance with all applicable laws, industry standards and practices and control agency directives. 10 percent.
  • “Marginal” duties as assigned. 5 percent.
The monthly salary range for the position is $8,016 to $10,742, and the application deadline is April 1.
