State and Key City Recruiting for IT Positions

San Jose is looking for a Digital Transformation Lead, while three state agencies are recruiting for expertise in procurement, project management and cloud.

The city of San Jose is recruiting for a Digital Transformation Lead to serve as a member of the Civic Innovation team by providing strategic expertise and senior level leadership and management capacity.

“This position will develop an overall digital transformation strategy and roadmap and guide the execution of this roadmap,” the job posting says, including public-facing digital services and associated business process improvements.

The position will support projects citywide “to redefine our people, processes, and technologies with the goal of delivering digital experiences designed to drive adoption, enhance employee experience, and modernize city services,” the posting says.

The Digital Transformation Lead will also work with stakeholders in the West San Jose Innovation Zone, an incubator of startups. Other responsibilities include:

  • Work with subject matter experts and business leaders to design enhanced processes, user experiences and systems to enhance city’s services with the focus of “being” digital.
  • Create clear, effective, and detailed deliverable content, including written, visual, and oral deliverables, which are informed by research, analytics, and stakeholder meetings.
  • Present content and facilitate solution sessions to drive toward a decision and validate that decision with leadership to drive progress.
  • Drive usage of common tools, templates, and processes to build consistency across deliverables.
  • Provide regular status updates on the progress of key transformational work to both the teams and to executives, crafting the message as necessary for the specific audience needs and desires. 
  • Quickly estimate and develop agile, iterative strategies for implementing project work, opportunities, and/or recommendations. 
The position has an annual salary range of $103,340 to $160,867.

The state, meanwhile, is recruiting for key IT positions in the Financial Information System for California (FI$Cal), the California Public Utilities Commission (CPUC) and the Employment Development Department (EDD).

The PUC is seeking an IT Manager I to oversee the IT Procurement and Project Management Section. This position is also designated as the Purchasing Authority Contact for the PUC, according to the job posting, and required experience includes:

  • Experience in project management and Project Approval Lifecycle (PAL) process.
  • Experience in working with control agencies, executive management and public contacts.
  • Development and implementation of program action plans and budgets to support the department’s strategic goals and objectives.
  • Experience with contract management.
The monthly salary range is $7,634 to $10,230, and the application deadline is March 8.

The FI$Cal opening is for a Software Platform Services (SPS) Manager, who will have “full management responsibility for organizing, planning and directing all activities associated with the SPS Unit,” the job posting says. 

“This unit is responsible for the design, installation and configuration, patching and upgrades, monitoring and optimizing, backup and recovery, and operations of all system software, middleware and databases including PeopleSoft, Hyperion, Primavera, Oracle Business Intelligence, Oracle Fusion Governance, Risk, and Compliance (GRC), Oracle WebLogic, all Oracle and Essbase instances and databases, and all monitoring and development tools that support the FI$Cal solution,” the posting says. Additionally, SPS is responsible for technical testing of the FI$Cal solution, which includes performance testing, disaster recovery testing and accessibility testing.    

The monthly salary range is $7,634 to $10,230, and the application deadline is March 12.  

And EDD is recruiting for two positions — an Enterprise Cloud Specialist and an IT Specialist II.

The Enterprise Cloud Specialist, according to the job posting, will be a “highly motivated, creative Cloud Architect” with experience in both private and public cloud migrations. The ideal candidate has the following desirable qualifications:

  • Ability to complete technical analysis and challenge justification for proposed changes to meet requirements from the perspective of security/privacy, performance, stability and hardware/software/resource support costs.
  • Ability to plan, organize, communicate and adapt to changing assignments and priorities, and work effectively under pressure to meet deadlines.
  • Ability to identify problems, make recommendations, and implement business process improvements.
The position has a monthly salary range of $7,014 to $9,399, and the application deadline is March 13.

Additionally, EDD is seeking an IT Specialist II for the Business Intelligence (BI) Group. The IT Specialist II possesses technical expertise and leads the development of data strategies, researches the use of BI tools, and establishes BI standards and practices. The incumbent provides vision and leadership for the continued development of the Departmental BI.

Responsibilities of this position, according to the job posting, include:

  • Performing more complex data analysis and modeling, and hands-on complex cross-platform data integration package and report development
  • Identifying and enforcing security practices to ensure the safety of confidential information
  • Advising customers on the most appropriate tool use for various scenarios
  • Leading and providing BI technical assistance and training for all the department’s branches
  • Maintaining knowledge of customers’ business processes, data, and transactional applications
