State, Cities Recruiting for IT Leadership Positions

Application deadlines are coming for the positions, which involve a range of responsibilities.

The state and the cities of San Jose and Sacramento are recruiting to fill key positions.

The state Department of Public Health is recruiting for a principal enterprise architect (IT Specialist III) who is experienced in leadership, designing standards and road maps, and providing guidance and resources for the department’s Enterprise Architecture (EA) team.

The IT Specialist III monitors the enterprise-wide shared-services environment that will align with the department’s “Vision for 2035” while ensuring that the most complex and critical information interoperability is established between the department’s own programs, other state departments and federal programs, according to the job posting, which includes more details and an application link. “The ITS III also leads the EA Review Board and works with the Executive Steering Committee,” the listing says.

The application deadline is Aug. 7. The position has a monthly salary range of $7,732 to $10,362.

The city of Sacramento is recruiting for a “dynamic and inspiring” IT manager who’s experienced in building high-performance teams and business partnerships with internal customer departments. The candidate will lead the Regional Support Division, which provides citywide Tier One support, customer engagement, full-spectrum endpoint management (SW, HW, Security, and Policy Compliance), and training.

The candidate “will be responsible for delivering strategic business technology solutions that are sound and provide the highest possible value to the city and its constituents,” the job posting says. “This is a highly technical/managerial level position operating in a fast-paced environment. This individual will spearhead the implementation of large enterprise-wide technology initiatives and projects that are aligned with the city's digital strategy.”

The city of San Jose is recruiting for two positions: a product strategist for the City Manager’s Office of Innovation (Innovation Team), and a senior systems applications programmer for the Planning, Building and Code Enforcement Department.

The product strategist (which has a classification of “senior executive analyst”) “will play a key role in building out the Innovation Team’s digital services portfolio, transforming the city’s services to be easy to find and easy to use,” says the job posting. “We are looking for an experienced professional to lead development of an easy-to-use digital experience for over 300,000 households who receive the city of San Jose’s garbage and recycling services.”

Key responsibilities of the position include the following:

  •     Engage stakeholders and lead user research to define product vision and delivery approach.
  •     Manage and coordinate user research consultants and software development vendors to implement the product vision.
  •     Communicate and coordinate with internal and external stakeholders throughout the process.
  •     Flag potential risks early and work with internal team, vendor team, and stakeholders to mitigate risks.
  •     Prepare product-level budget estimates, documentation and road maps; and write requests for proposals.
The position has an annual salary range of $84,991 to $129,836. The application deadline is Tuesday.

The other position for which San Jose is recruiting is senior systems applications programmer in the Planning, Building and Code Enforcement Information Technology (PBCE IT) team. The team mainly uses PL/SQL, SQL, Java, Visual Basic, JavaScript, ASP and HTML languages. The department uses Eclipse, Toad, Oracle Developer, Microsoft Visual Basic, Mule ESB AnyPoint IDEs and IDEs built into the OTS software. Candidates should have technical experience in at least one or more items in each of the following four skill groups: 

1)  Systems: CSDC’s AMANDA or Accela’s Land Management, writing Crystal Reports, ECM such as Sharepoint, ESB such as Mule ESB, Esri GIS, Case Management/Tracking systems

2)  Languages: PL/SQL, SQL, Java, Visual Basic, JavaScript, ASP, HTML

3)   IDEs: Eclipse, Toad, Oracle Developer, Microsoft Visual Basic, Mule ESB AnyPoint IDEs

4)   Others: Project Management concepts, version control system, automation test tool such as Selenium or Sahi, Office Suite, Alphinat’s SmartGuide, Windows Desktop and Server OS environments, basic system administration, Restful Webservices, data structures, IIS and J2EE server administration.

The city also has three senior programmer openings, which are approved through June 30, 2020. Recruitment for all three spots will be ongoing until they are filled. The job posting, with an application link, is available online. The positions have an annual salary range of $96,116 to $116,875.
