State, City Recruiting for Key Leadership Posts

Both positions require familiarity with technology as well as the "softer" skills, including an ability to solve problems and work cooperatively with stakeholders.

A critical state agency is recruiting for the newly vacant position of chief information officer.

The Governor’s Office of Emergency Services is seeking a CIO who can “maintain a strong, collaborative relationship with the California Department of Technology and other information technology stakeholders across state government,” the job posting says.

Carla Simmons retired Friday after a six-year tenure as OES CIO. Simmons was a 14-year veteran of state service, including as a project manager/programmer for the California Office of Spill Prevention and Response, the state’s lead agency on oil spills in inland and marine waters; and as manager of the applications services group for the California Highway Patrol.

The OES CIO is responsible for “overseeing the Information Technology Branch functions, which include client services, infrastructure services, and application development,” the job posting says.

“The CIO is responsible for leveraging and coordinating equipment, staffing, and technology to maximize the use of technology throughout the agency’s statewide operations. In protecting Cal OES’ information assets, the CIO is responsible for developing and adhering to information security and risk management policies. In addition, the CIO is responsible for coordinating with Cal OES components that rely heavily on information technology to accomplish their missions; these include the California Cybersecurity Integration Center and the Microwave Engineering Branch of Public Safety Communications.”

As the head of IT support for all Cal OES users, “the CIO is responsible for delivering excellent customer service and constant innovations across all Cal OES’ functions,” the job posting says.

The CIO position is classified as a Career Executive Assignment (C.E.A.), and the monthly salary range is $7,190 to $16,679. The application deadline is Oct. 15.  

The city of San Jose is seeking an enterprise principal technology analyst, a position also described as a senior budget systems developer, to work with the City Manager’s Budget Office and ERP technical teams on "continued deployment, configuration and upgrades of our Hyperion Planning and Essbase, as well as ancillary budgeting, solutions to support city-wide budget planning and management. This is a hands-on position that performs the bulk of the work and at times will oversee work performed by other team members."

The job posting for the recruitment says:

Minimum 5 years of experience in developing and working with the Hyperion Planning (release 11 preferably), Hyperion Essbase (ASO/BSO) applications including functional design, configuration, and Financial Reporting. Among the requirements:

  • Experience with the Hyperion suite (Planning, Essbase, SmartView, Financial Reporting) is required.
  • Experience in Excel VBA, c#, ASP.NET, and RDBMS is desirable.
  • Experience in implementation and budgeting in the Public Sector is a plus.
  • Experience in writing complex business rules to calculate, manipulate, transform, and move data within and between cubes to achieve client goals for how data is managed and maintained.
In addition, candidates should be versed in project management, leadership, problem solving, planning and communications. The applications page also includes two questions for applicants:
