State Consumer Affairs Seeks Implementation Assistance

The California Department of Consumer Affairs is seeking help from IT companies in implementing a software solution.

The state entity charged with protecting consumers is seeking assistance from IT contractors in the next aspect of an ongoing modernization.

In a request for proposals (RFP) done in accordance with California Department of Technology (CDT) policies and procedures, the California Department of Consumer Affairs (DCA) wants to hear from technology companies capable of providing it with “system implementation services for the selected cloud hosted software as a solution (SaaS), InLumon,” as part of its Business Modernization Cohort 2 (BMC2). Among the takeaways:

  • DCA’s Business Modernization Initiative is aimed at addressing “business and technology needs for programs that currently rely on legacy technology solutions,” according to the RFP. As many programs are unique, DCA’s boards and bureaus are “following a methodical step-by-step approach to assist in moving their programs forward.” The BMC2 programs are the Bureau of Household Goods and Services (BHGS), the California Architects Board/Landscape Architects Technical Committee (CAB/LATC), the Cemetery and Funeral Bureau (CFB) and the Structural Pest Control Board (SPCB). Each needs, generally, “a more robust automated system to enhance staff efficiencies, expand technology features, and provide improved public services.” More specifically, BHGS’ business processes are out of date, were created with “differing requirements” and have “no strategy to facilitate uniform data.” The majority of CAB/LATC’s processing of licensing and enforcement documents are “manual and time-consuming,” and the entity lacks a centralized data repository and adequate reporting capacity. CFB’s existing system fails to enable easy searches of information critical for enforcement and disciplinary action, and doesn’t adequately support public-facing services. At SPCB, licensing data is still entered manually, and the existing system doesn’t provide data in real time. The InLumon SaaS solution is a commercial off-the-shelf product that the programs have chosen; it will be procured via a separate solicitation using the California Department of General Services’ Software Licensing Program (SLP).
  • The project scope is to deliver a “Licensing and Enforcement System in support of the programs’ current statutory and regulatory authority,” and to finish all “documentation, manuals, and training aids used in conjunction with the system” and achieve a knowledge transfer to state staff. DCA needs the software solution InLumon, as well as “IT implementation services for the development of the licensing and enforcement system for four DCA programs.” The contractor chosen must also design and configure a licensing and enforcement app based on work order authorizations.
  • Contractor responsibilities include implementing the solution and meeting system requirements; developing and maintaining project plans and schedule; using an agile development methodology; executing on implementation of requirements within 18 months of contract start date; providing for knowledge transfer and developing a data conversion plan. Prospective respondents must have InLumon experience. Staff qualifications include at least one year's experience developing the InLumon solution for technical, developer and business analyst leads, with qualifying projects having had a contract value of at least $2 million and with staff experience having occurred within the last eight years of the RFP due date.
  • Contract term is 30 months – estimated at an 18-month project implementation and a year of maintenance and operations – with two optional one-year extensions. Proposals are due by 12 p.m. Feb. 10. Invitations for negotiations are expected Feb. 28-March 3, with negotiations from March 7-11. Best and final offers are due by 10 a.m. March 21. Estimated start date is April 25 or upon approval by CDT’s Statewide Technology Procurement, whichever is later.
