State, Counties Recruiting for Key IT Positions

Four noteworthy positions are in recruitment — two in state government and two in county government.

A spate of state and local IT jobs are in recruitment, with the top position being that of a deputy secretary for one of the state’s most powerful departments.

The Government Operations Agency (GovOps), which administers procurement, IT and human resources for state government, is seeking a deputy secretary, a governor-appointed position that reports to the GovOps secretary. This role includes oversight of the Department of General Services and “includes creating, evaluating and administering business practices and processes for state departments and agencies,” according to the job posting. That includes state operations involving procurement, contracts, real estate, fleet, construction, facility management, asset management and sustainability. The ideal candidate: 

  • Understands DGS’ procurement, contracting, facilities and other programs and processes
  • Understands state government (legislative process, budget process, etc.)
  • Has a vision for how the state can improve operations through a user-centered approach
  • Has high-level experience in planning, developing and executing strategic business objectives of a department or program
This is an “exempt executive assignment,” so anyone can apply, and there is no testing. The monthly salary range is $11,362 to $12,644, and the recruitment will remain open until the position is filled.  

In other state IT recruitment news, the California State Library is advertising for an information security officer (ISO). The position is classified as IT Specialist I, with a monthly salary range of $5,118 to $6,859.

The ISO position, under the direction of the department’s chief information security officer (CISO), is responsible for “directing, planning, controlling, and implementing information security practices throughout the department’s IT and business technology infrastructure, to ensure that the State Library is in compliance with all applicable statutory, regulatory, and control agency security standards,” the job posting says. In addition, “The ISO must keep abreast of the latest security and privacy legislation, regulations, advisories, alerts and vulnerabilities pertaining to the State Library and its mission. The incumbent is responsible for the information security of the State Library’s technical architecture and for the Technology Disaster Recovery planning for all State Library systems. Additionally, the incumbent acts as the department’s privacy officer and is responsible for the maintenance of the privacy policy.” The job posting also includes a long list of prerequisites of which potential applicants should be aware.

San Bernardino County is recruiting for a chief information officer, who “serves as the primary resource and adviser on the latest information systems technology to all county departments and as its department head, provides direction to the Information Services Department (ISD),” according to the job listing. “Additionally, this position develops and maintains a strategic plan that embodies countywide and departmental needs, emerging technologies, and available resources with responsibility to review departmental IT plans to ensure conformity to adopted strategies.”

The ISD’s responsibility includes infrastructure, network, communications and security. More information about the department can be found here. The job listing notes that a bachelor’s degree in computer science, IT, business/public administration, or a closely related field and at least five years of current high-level management experience in a comprehensive IT department is required. A master’s degree is highly desired. The position has an annual salary range of $162,697 to $221,748. The application deadline is Oct. 28.

Ventura County is seeking a deputy chief information officer (DCIO) for Customer Engagement and Strategic Initiatives, to “oversee and manage key functions of the IT Services Department administration and fiscal divisions including budget development for all divisions of IT services; rate development for an Internal Service Fund (ISF) environment; coordinating strategic plan development for the rest of the agency; managing large-scale regional projects; negotiating contracts that have countywide impact for IT solutions; provide a wide variety of support to customers without embedded IT Services staff; and directly managing approximately 10 technical and non-technical staff.”

Requirements include the equivalent of a bachelor’s degree in computer science, information systems, business administration or related field, “and eight years of progressively responsible experience in information systems management which includes experience in a variety of IT disciplines such as strategic and fiscal planning. Experience managing technology teams and concurrent technology projects and overseeing new technology implementations; maintaining effective working relationships; developing and managing program and/or operation budget, contract procurement and administration; strategic plan development; process improvement initiatives; conducting formal presentations; delivering essential information to all levels of an organization.”
