State Department Recruiting for Technology Leader

The department is seeking a chief information officer to oversee all aspects of technology, from policy to procurement.

A key state department that works to ensure the availability, affordability and safety of housing is recruiting for a new chief information officer.

The Department of Housing and Community Development (HCD) published the job posting (Career Executive Assignment) Tuesday afternoon.

The CIO, the posting says, “provides overall direction in planning, organizing and leading the ITB (Information Technology Branch). The CIO is responsible for all strategic planning, policy development, IT security, projects, and goal setting and ensures successful operation of the technology systems that support the operations of HCD. The CIO implements departmental and statewide IT and security policies, as well as the most complex information technology and telecommunication projects and systems.”

The responsibilities of the position, as detailed in the duty statement, include:

  • Oversee the development, establishment and administration of all HCD technology and IT security-related policy standards necessary for attainment of the HCD mission, goals and objectives. (30 percent)
  • Direct oversight of the Application Development Section, responsible for the largest, most complex and critical IT system development projects. Implements new IT projects by collaborating closely with HCD executives and staff to enable effective deployment and enhancement of HCD’s major IT systems. (25 percent)
  • Provide leadership and management in the development of IT strategic plans and ongoing system and data evaluation, goal setting and establishment of ITB practices. Serve as a performance management and IT consultant to the director and executive management, evaluating metrics and advocating for cost-effective means to improve department services. (20 percent)
  • Represent HCD before the California technology agency and its Office of Information Technology and prepares and approves written correspondence and reports, such as budget change proposals and project stage gate documents, as required for these organizations and other control agencies. Oversees the procurement of IT products and services for the department. (10 percent)
  • Create and maintain a team of talented IT professionals and fosters an environment of trust and success, where highly qualified and high-performing staff are retained. (10 percent)
  • Chair the department’s Information Technology Steering Committee (ITSC) and ensures that IT resources are aligned with the priorities and strategies set by the ITSC; provides technology expertise for the ITSC, including advice, guidance and direction in areas of technology, security and computer services; and participates as a voting member on all ITSC activities. (5 percent)

The CIO position has been held since July 2019 by Sumi Smith, a veteran of state IT leadership and subject of a Techwire One-on-One interview last summer.

The monthly salary range for the CIO position is $10,360 to $12,341, and the application deadline is June 30.
