State Departments Recruiting for Executive, Tech Candidates

Positions with open recruitments include chief information officer, change management senior analyst, DevOps engineer and application developer.

Four state agencies are seeking candidates with technology expertise in change management, application development, engineering and executive leadership.

The California Department of Aging is extending its search for a chief information officer (Career Executive Assignment) to serve as a member of the department’s senior leadership team and to participate in program planning. In addition, the CIO will oversee policy formulation, evaluation and implementation; organizational coordination and control; and fiscal and personnel management, according to the job posting.

The job posting and duty statement provide more details: “The CIO will be responsible for facilitating the implementation of an enterprise customer relationship management (CRM) system for the aging network; ensuring interoperability with other systems that contain aging and disability data; creating public dashboards for transparency of aging data; helping to establish contact centers, including call services and websites, for access to aging and disability information and services; ensuring the department’s IT systems remain in compliance with federal and state statutory and regulatory requirements; ensuring that IT systems and the data contained within those systems adheres to federal and state security requirements;” and overseeing all efforts related to the operation and management of the department’s core IT systems and new CRM system.

This position has a monthly salary range of $10,831 to $12,903, and the application deadline is April 13.

The California Department of Motor Vehicles is seeking a change management senior analyst (IT Specialist II) to “supply change management support for the Digital eXperience Platform (DXP) project,” the job posting says. “The incumbent will lead with the more complex activities associated with the development, maintenance and monitoring of standardized methods and procedures for the efficient and prompt handling of all changes in order to minimize the impact of change upon DMV service quality.”

The senior analyst “will lead the creation of actionable deliverables for the five change management levels: communications plan, sponsor road map, coaching plan, training plan and resistance management plan,” the posting notes. “This position requires familiarity with an agile fast-paced environment and the ability to recognize, accept, encourage and implement change.” Desirable qualifications for this position include:
  • Ability to demonstrate skills in project management and change management.
  • Experience with SDLC methodologies.
  • Experience with agile and waterfall methodologies.
  • Experience with contract and/or vendor management.
  • Experience in delivering services with a focus on excellent customer service.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to organize workload to accommodate changing priorities and manage multiple assignments concurrently.

The California Department of Technology (CDT) has extended its recruitment for a DevOps engineer (IT Specialist I) to be responsible for technical support for Office of Enterprise Technology (OET) and other business requests, including BizSecDevOps consulting, infrastructure/configuration management, automation for “build and release” engineering, site and infrastructure reliability, facilitation of automated testing, and management of the Innovation Lab, according to the job posting.

The engineer “optimizes and applies architecture solutions” and provides input for formulating IT strategies within the organization, with a strong focus on DevOps principles security of applications and innovation lab maintenance. More details about this role are available in the duty statement. Desirable qualifications for this role include:
  • Experience in infrastructure automation/configuration management, including Ansible, CloudFormation, PowerShell, Terraform and Azure Resource Manager.
  • Implementation experience in database backup and restore in highly scalable infrastructure.
  • Experience in database replications across regions and on multicloud.
  • Experience in databases like MySQL, MS SQL, etc.
  • Experience in multicloud environments (Azure, AWS, GCP ).

The California Department of Conservation (DOC) has extended its search for an application developer (IT Specialist I) to take responsibility for advanced analysis, design and programming for complex applications in the department. The developer “maintains expertise in various hardware, software, services and various programming languages including C#, JavaScript, .NET, VB.Net, Access, Microsoft SQL Server, and a variety of web development and GIS tools,” the job posting says. In addition, the developer “provides technical advice on emerging technical developments and how these might impact” critical systems for the department, which oversees the operations of land conservation, mining, earthquakes, and oil and gas regulations for the state.
