State Departments Recruiting for IT Managerial Positions

The California Department of Justice, the Department of Technology and the Department of Motor Vehicles are seeking candidates for a variety of leadership roles.

Three key state agencies are recruiting for a variety of positions in technology management.

The California Department of Technology (CDT) is recruiting for a manager (IT manager I) to “participate in creating the state’s IT strategy and manage a portfolio of existing and new projects,” according to the job posting.

The manager “oversees the most technically advanced and high-risk IT efforts to enhance IT project implementation success,” managing a small team of IT supervisors who are responsible for specific departments, agencies or IT projects. In addition, the manager will be involved in sensitive projects and efforts with department- and agency-level executives, the Legislature, the Legislative Analyst’s Office and other control agencies including the Department of Finance, the Department of General Services, the California Department of Human Resources and the State Personnel Board.

Desirable qualifications, according to the posting and the duty statement, include:
  • Possession of a PMP certification, or other formal project management certification(s), is desired.
  • Direct experience leading IT projects, either in a project manager/director role or a key role on large projects.
  • Extensive knowledge of the state’s IT policies, processes, practices and direction for the effective and efficient delivery of IT services.
  • A strong understanding of project management methodologies and fundamentals and to be experienced in all aspects of project delivery including concept, initiation, planning, execution, closing, maintenance and operations.
  • Ability to exercise a high degree of initiative, independence of action, and originality and must demonstrate tact and good independent judgment.
  • Strong communication skills and be able to develop and maintain effective, cooperative working relationships.
  • Strong written and verbal communication skills to effectively communicate on behalf of CDT.
  • Ability to adapt easily to changing priorities, plan and project workload and allocate staff resources to meet work demands.

The California Department of Justice (DOJ) is recruiting for a section manager (IT manager I) to oversee the Solutions Development Services Section, taking responsibility for the management and control of a variety of data analysis, reporting and processing services that are provided to clients throughout the DOJ to help them meet their program objectives.

“The incumbent is a highly skilled technical manager with experience directing legislative analysis, knowledge of strategic and tactical planning; knowledge of federal and state IT policies; knowledge of cost benefit analysis; ability to plan and oversee subordinate supervisors; and to prioritize and implement the department’s strategic IT plan,” the job posting notes. “The incumbent assists with the bureau’s overall management, budget and organizational components.”

The manager should be familiar with the services provided, including analysis of user needs, system design, development of system and program specifications, personal computer and mainframe software selection, software development and maintenance, testing, problem resolution, development of user guides, monitoring the performance of operational systems, and user consulting.

“The incumbent must also have the ability to oversee the work activities and deliverables of consulting personnel in accordance with contract services agreements,” the posting notes. Desirable qualifications for the position include:
  • Experience in planning, organizing, directing, and delegating complex work activities.
  • Experience designing and implementing multi-tier applications.
  • Knowledge of the Software Development Life Cycle (SDLC).
  • Knowledge of performance, stress and load testing processes.
  • Knowledge of state contracting, i.e., drafting SOW, tracking deliverables and/or project management.
  • Knowledge or experience in developing applications using web/application servers such as JBoss.
  • Knowledge or experience in the use of defect tracking and management tools such as JIRA.
  • Proficient written skills, can develop and edit high quality technical documentation.

The California Department of Motor Vehicles is recruiting for an applications manager (IT manager I) for the Vehicle Registration (VR) Support Group, directing application support and development activities for DMV’s public-facing web applications.

“The incumbent is responsible for workforce and succession planning, IT budgeting and procurement, and strategic planning,” the job posting says. “Through subordinate staff, the incumbent in VR Support Group is responsible for gathering business requirements to design systems, developing the technical specifications program, testing and implementing new applications and/or services, and enhancing existing systems. The incumbent serves as technical manager and contract manager for various IT projects.”

Desirable qualifications, according to the job posting and duty statement, include:
  • Proficient managerial or supervisory skills.
  • Experience in managing development teams supporting 24/7 applications.
  • Experience in effectively planning, organizing, directing, and delegating.
  • Experience in supervising complex work of a multidisciplinary staff.
  • Experience in developing processes and procedures and training staff.
  • Experience in project management and SDLC methodologies.
  • Ability to organize workload to accommodate changing priorities.
  • Ability to analyze information and make decisions in a competent and timely manner.
