State Departments Recruiting for Specialty Positions

One element of state government is seeking a chief information security officer; another is seeking a specialist to oversee IT and telecommunications.

Two departments of state government are recruiting for specialized talent in the technology realm.

The California Department of Insurance (CDI), established in 1868, is seeking a chief information security officer (IT manager I) to develop, implement and maintain enterprise policies, standards, procedures and guidelines for IT management. Candidates must complete a Statement of Qualifications outlining:

  • Management experience with demonstrated ability to think strategically, communicate effectively and maintain an inclusive work environment.
  • Working knowledge of information security best practices and protocols, with demonstrated ability to develop, implement and maintain risk mitigation strategies and cybersecurity controls that meet or exceed requirements from authoritative or regulatory bodies.
  • Demonstrated collaboration experience with demonstrated ability to interact with various cybersecurity experts, or the technology industry/community.

The CISO is assigned sensitive and technically complex assignments, and the position requires travel up to 20 percent of the time, according to the job posting and duty statement. Responsibilities of the position include:

  • Consults with and advises peers in the IT Division, CDI’s privacy officer and the lines of business to continuously improve processes to secure the confidentiality, integrity and availability of member data and information.
  • Oversees the activities of information security staff; establishes priorities for staff and vendors assigned to team efforts; establishes work standards and measurements for the team; and reviews work for completeness, accuracy, schedule conflicts and fulfillment of requirements.
  • Collaborates with the state CISO and CDI’s chief information officer to ensure alignment with statewide information security initiatives; and leads and participates in security planning sessions.

The position has a monthly salary range of $8,381 to $11,231, and the application deadline is Oct. 15.

The Office of Digital Innovation (ODI), part of the California Government Operations Agency, is recruiting for an IT specialist I position, overseeing all IT and telecommunications activities, as well as hardware and software management for ODI.

“You’ll be helping to stand up our new office and provide on-going IT support services to agency staff,” the job posting notes. “You’ll collaborate across departments and within your team to define problems, offer solutions and identify ways to streamline and scale. You’re a strong communicator who employs a collaborative, consultative approach.”

Duties of the role, according to the job posting and the duty statement, include:

  • Manage multiple priorities by utilizing effective time management skills.
  • Excellent writing and oral communication skills.
  • Strong analytical skills and experience resolving complex problems or issues.
  • Experience working in a team-oriented, collaborative environment.
  • Entrepreneurial nature and willingness to think outside of bureaucratic structure.
  • Knowledge of Mac OS Administration, Windows OS, iOS/Android Cloud system configuration on Azure, GCP or AWS. Knowledge of firewall design and network architecture.
  • Knowledge of customer service and support principles in an IT environment.
  • Knowledge of computer architecture including PC diagnostics and tuning tools.
  • Knowledge of methods and practices for troubleshooting, recovering, adjusting, modifying and improving IT systems.
