State Departments Seeking Exec, Manager for Key IT Roles

One state agency is recruiting for a deputy chief information officer, and another is seeking an enterprise project and portfolio manager.

Two large departments in state government are recruiting for tech positions — one for a deputy chief information officer, and the other for an enterprise project and portfolio manager.

Covered California, the state insurance exchange that enables eligible individuals and small businesses to buy private health insurance at federally subsidized rates, seeks a deputy CIO for strategic initiatives. The person holding this position, which is a Career Executive Assignment (C.E.A.), will lead the Information Technology Division’s Strategic Initiatives Branch. The deputy CIO is responsible for updating and implementing Covered California’s IT strategic plan, in addition to rendering policy advice to executive leadership and implementing IT policy throughout the organization.

Major responsibilities include but are not limited to serving as the primary liaison with the California Healthcare Eligibility, Enrollment, Retention Systems (CalHEERs), as well as overseeing the system development life cycle, IT solutions, Enterprise Project Management Office (EPMO), and technology innovations. According to Covered California’s annual report for fiscal 2019-2020, the department has an overall technology budget of $70.2 million. The state Department of Water Resources is recruiting for an enterprise project and portfolio manager (IT Manager I) to “provide project management expertise and leadership to teams of multi-disciplinary professionals” and to fill that role for DWR as well as its parent entity, the Natural Resources Agency. “The position provides enterprise project management for the department’s most sensitive and complex information technology projects, as well as management and oversight for the Enterprise Technology Portfolio.” The incumbent will report to Chief Information Officer Tim Garza.  

According to the job description:

— About 45 percent of the job is serving as an enterprise project manager;

— About 35 percent is managing and overseeing the department’s IT project portfolio; 

— About 20 percent is overseeing DWR IT governance policies and practices to ensure department-wide adherence;
