State Entities Seek IT Supervisor, Staff

Three linchpin state entities and departments are looking for four technology staff and specialists in areas with impact across the enterprise.

Three key state agencies are seeking technology staffers in a variety of higher-level IT job classifications.

The California State Lottery (Lottery) is seeking an IT supervisor II to plan, organize and direct the work of the Lottery’s Gaming Application Support and Quality Management Unit, which will include “supervising lower-level technical staff responsible for capacity planning activities required to support the requirements, development, testing and implementation” of Lottery apps and systems in its Gaming program. The successful candidate will also be charged with “maturing the Gaming Application Support and Quality Management program,” according to the job posting. Duties are centered on business technology management and software engineering but may include other work.

Essential functions include 35 percent in a supervisory role doing “progressively technical, analytical and/or supervisory tasks” and supervising lower-level staff; 25 percent participating in “production problem resolution and all phases of the System Development Life Cycle (SDLC) including production operations changes/incidents, defect fixes, forums, policy changes, and legislation and regulation changes.” There’s also 20 percent taking part in “the development, review, and/or approval of gaming documenting, business requirements documents” and other documents; 15 percent acting as release coordinator and managing the release management schedule; and 5 percent responding to inquiries and preparing reports and correspondence on project statuses. The California Department of Aging (CDA) is seeking an IT specialist II to work under the direction of the department’s chief information officer and data team lead and offer “leadership and expertise in database management systems,” and problem-solving that’s aligned with the existing system architecture. The candidate selected must also provide “technical and professional guidance in the design, develop and maintenance of databases, data and technology projects,” according to the job posting, and ensure security, performance, availability and continuity are optimized.

Essential functions include 40 percent developing plans to execute on IT systems relative to design, coding, testing etc.; debugging databases; designing and implementing system access controls to preserve security; and doing database deployment and “release management activities.” There’s also 35 percent creating and executing “test plans for upgrades or releases”; troubleshooting and doing root cause analysis of issues; doing research and analysis to be able to recommend upgrades, solutions and improvements to resolve needs; coordinating system installation, maintenance and repairs; monitoring and doing system capacity audits; and consulting with stakeholders on system requirements and tech recommendations. And there’s also 10 percent offering “guidance and peer review of system designs and code”; 5 percent doing analysis and ROI potential for IT technology and solutions; and 5 percent communicating with IT management and other team members and management. CDA is also seeking an enterprise architect, an IT specialist III, to join its Enterprise Technology Branch. The EA won’t supervise or deliver daily operations management or supervision – but will be “the lead consultant at the mastery level in the evaluation and selection of Information technology standards and governance processes” to ensure “IT EA alignment and structure.” The EA will also consult on modernization initiatives and shared services design, and be a “key adviser to architecture practices and methodologies.” The successful candidate will work under “administrative direction” of CDA’s CIO and be the “principal architect for cross-domain enterprise architecture,” charged with delivering “specialized technical leadership at a master technical level on new solution design/architecture and CDA’s entire technical environment.” That includes consulting on critical and complex projects and initiatives and being a key adviser on architecture practices and methodologies, according to the job posting.

Essential job functions include 40 percent strategic IT enterprise architecture management, including serving as “subject matter expert for all IT EA projects and initiatives,” spearheading technical strategies and shaping “the environment of the CDA enterprise IT architecture by implementing standards, policies and governance contributing to the overall IT EA design while maintaining system architecture across multiple platforms.” There’s also 25 percent mastery-level advisory, including advising the CIO and executive management on “applying process improvement models and methodologies, best practices, and guidelines” to update or realign business architecture processes; 20 percent enterprise architecture governance, including establishing “an architecture assurance framework in accordance with best practices and state EA guidelines to be leveraged for use by CDA”; and 10 percent contract management such as participating in “project-related contract management and procurement activities.” More information is available in the duty statement, accessible via the job posting.

The California Department of Technology is seeking a Unix systems enterprise architect (IT specialist III) to work under the information technology manager II of the Unix Services and be “the technical architect expert within the Unix platform service area” – on on-prem “hardware and virtualized solutions including Linux, AIX, Solaris, Oracle, Identity Management (IdM), middleware technologies (WAS, MQ, WordPress, PHP) midrange databases (Oracle, DB2, MariaDB, Postgres, Informix etc.).” The successful candidate will deliver “direction, guidance, and road maps for cloud technologies” in the Unix Services area and “recommend, create, and develop enterprise standards within these architectures” to meet customer needs, according to the job posting.

Essential job functions include 50 percent analytical/technical Unix including being “the expert adviser and technical expert on infrastructure design and development frameworks for the Unix infrastructure” to deliver “robust, scalable, and secure solutions”; advising management on creating IT strategy, policy and governance for the Unix Services; and assisting in the “organizational development of an agile infrastructure development methodology and adhering to the Software Development Life Cycle.” There’s also 25 percent serving as technical adviser in the Unix Service area including cloud by “applying process improvement models and methodologies” to update organizational business outcomes; and 20 percent Unix architecture governance including incorporating “hardware and software standards to ensure meeting industry best practices” and doing “IT asset analysis to evaluate and plan for future departmental needs.” More information is available in the duty statement, accessible via the job posting.
