State, Key City Seek Candidates for IT Roles

Three of the open recruitments are with a key state agency, and two positions are with a Silicon Valley city.

The state’s key technology department is recruiting for three IT professionals, while other state entities and one of the state’s largest cities are also seeking IT talent.

The California Department of Technology (CDT) is recruiting for:

  • An account director (IT Manager I) to manage the department’s relationship with “one or more Tier I accounts (the largest and/or most complex customer departments),” the job posting says. In addition, the account director develops strategic partnerships, manages service issues, and develops and manages effective communication plans. The incumbent “must have a thorough understanding of their assigned suite of accounts’ business needs and related IT requirements; CDT services; principles of organizational development; performance measurement methods; the Information Technology Information Library (ITIL) framework, Service Management and associated best practices; knowledge of statewide protocols and procedures; and governmental Request For Proposal, budget and project approval processes,” the posting says. The position has a monthly salary range of $8,016 to $10,742, and the application deadline is Sept. 11.
  • An acquisitions and contract management specialist (IT Specialist I) to perform a wide variety of high-degree assignments associated with the procurement and contract management of IT goods and services, such as software, hardware, consulting, mainframe and cloud-based technology, according to the job posting. More detail about this position is included in the duty statement. It has a monthly salary range of $5,562 to $8,999, and the application deadline is Sept. 14.
  • An IT Specialist II to “optimize and apply architecture solutions for the benefit of the overall organization and play a major role in advising management or formulating information technology strategy and policy within the organization,” according to the job posting. The incumbent “acts as an advanced-level technical software support specialist working with a team of highly trained professionals in support of the … components of a zSystem and client/server computing environment.” The specialist “works independently, as a team leader or as a team member. Provides a variety of software support services for customer departments. Install, maintain, test, monitor, and tune the most complex vendor software products and other third-party vendor software products and/or general-purpose software products in these computing environments.” The position has a monthly salary range of $7,365 to $10,165, and the application deadline is Sept .12.
The Business, Consumer Services and Housing (BCSH) Agency’s Data Integration Unit is seeking a data governance specialist (IT Specialist I) who works independently and provides consultation and information regarding all data governance issues related to the Homeless Coordinating and Financing Council’s (HCFC) proposed California Homeless Data Integration System (HDIS), according to the job posting. Other elements of the role include working with the strategic plan and data management. The monthly salary range is $5,562 to $8,999, and the application deadline is Sept. 16.

Covered California is recruiting for an enterprise architect (IT Specialist III) to provide “strategic technical leadership, influence, and expertise that drives Covered California’s use of technology and business processes toward constant improvements,” according to the job posting. “Advises on and develops the enterprise information technology architecture direction of the organization and advises management and executive level staff on governance and policy that support achievement of Covered California strategic mission goals. The ITS III has decision-making authority and directs the most critical/complex projects where the consequence of error may have a serious detrimental effect on the operating efficiency of the organization. Represents the highest level of information technology expertise available in state service within the System Engineering and Project Management domains.” The position has a monthly salary range of $8,119 to $10,880, and the application deadline is Sept. 13.

The Governor’s Office of Emergency Services (CalOES) is recruiting for a Salesforce developer/architect (IT Specialist II) to serve as a technical expert “responsible for development and ongoing support of Cal OES applications,” according to the job posting. “The incumbent serves as a highly skilled technical specialist for the most complex applications, Salesforce platform, and other cloud technologies such as SharePoint, Mulesoft, MS Azure, Power BI, and Tableau,” the posting says. “The incumbent possesses expert skills in designing, coding, testing and maintaining custom, interactive, secure, data-driven enterprise applications; encompassing all phases of the System Development Life Cycle.” The position has a monthly salary range of $7,365 to $9,869, and the application deadline is Sept. 14.

The Office of Systems Integration is recruiting for a business/system analyst (IT Specialist I) to “provide Subject Matter Expertise (SME) in identifying the business implications of technology to the current and the future business environment,” according to the job posting. “Work in a fast-paced environment to manage changing priorities and complex, mission critical, business processes and systems. Aid in the development of system specifications design, review of documentation with varied implementation methodologies and techniques. Work independently or with multi-functional teams in reviewing and analyzing policies to identify, develop, and modify requirements that needs to be applied within federal, state, departmental, and organizational policies, procedures, and/or standards and provide necessary recommendations.” The monthly salary range is $5,562 to $8,999, and the application deadline is Sept. 16.

The city of San Jose is recruiting for two IT positions:

The role of enterprise resource planning and business applications technology manager to be “responsible for delivering technology supporting Human Resources, Enterprise Financials, Forecast & Budgeting, Revenue Management, Recruitment, Expense Management, and Payroll business functions,” according to the job posting. Among the responsibilities are:

  • Owns management of all aspects of system design and coding, including coordination and tracking of all development activities, status and issues.
  • Owns the product vision, strategy, and roadmap for ERP and Cloud applications by collaborating with product owners, stakeholders, and developers.
  • Recommends modernization and upgrades of existing business solutions and works closely with functional leads on process re-engineering efforts through presentations and demonstrations.
  • Establishes and institutionalizes formal development methodologies, processes, procedures and tools across projects. Ensures all development projects follow standardized procedures.
The position has a monthly salary range of $130,728 to $159,993, and the application deadline is Sept. 15.

The city is also recruiting for an enterprise supervising technology analyst who’s “a strong products-projects manager with a deep passion for building amazing civic products that engage the city’s residents and businesses,” according to the job posting. Other responsibilities include:

  • Product Strategy & Roadmap – Manage the lifecycle of products (information systems solutions and platforms) in support of assigned objectives, key results, and partners. Analyze trends, customer requirements, stakeholder input and innovation opportunities to establish product vision and strategy.
  • Set product roadmap for uses, features, and integrations.
  • Requirements management – Translate customer requirements into buildable features, coordinate feature decisions, prioritize diverse demand, and integrate into product planning and development.
