State, Large City Recruiting for IT Managers, App Administrator

A linchpin state office and a coastal city are among the state and local agencies seeking to fill important IT positions, including two C-level jobs.

The state and a large Southern California city are recruiting for significant positions in the IT field, including two for a chief technology officer (CTO).

The California Secretary of State’s Office (SOS) is recruiting for a CTO (IT manager II) who would also serve as deputy chief information officer for the office. The CTO would have “full management responsibility for the operation of the SOS Data Center and providing critical technology services in support of the agency’s mission, strategic goals, programs and business objectives,” according to the job posting. “The CTO performs at the mastery level of this career series, directing the most complex initiatives and has oversight of the agency’s most complex and highly sensitive Enterprise Infrastructure, Software Engineering and Technology Services, Enterprise Client Services, Administration and Web Support, Cloud Services, and Data Center Operations; and has direct authority for activities and tasks across all of the technology domains.”

The position’s duty statement adds that the CTO’s responsibilities include “advising and communicating to the CIO, SOS executives, division chiefs and program managers on all matters related to the implementation and impact of IT systems across lines of business activities and the tactical implementation of the IT strategy, processes and methodologies as defined by the CIO. The CTO is a member of the SOS Cybersecurity Program.”

The position has a monthly salary range of $9,725 to $11,821, and the recruitment will continue until the position is filled.

The California Department of Aging (CDA) is seeking a CTO (IT supervisor II) to be responsible for technology operations, supervision of the help desk, server and network administration teams, project management, infrastructure and desktop/user support, according to the job posting. The role also has elements of project management and infrastructure support, as cited in the duty statement:

  • Determining the priority of tasks/projects.
  • Assigning and monitoring tasks for team members.
  • Monitoring staff adherence to standards covering all phases of the system development life cycle (SDLC).
  • Determining resources and training requirements and reviewing infrastructure and system performance to optimize effectiveness.
The position has a monthly salary range of $7,263 to $9,731, and the application deadline is Aug. 31.

The city of Santa Barbara is recruiting for an applications administrator for Accela Civic Platform and Accela Citizen Access, which the city uses for land use permitting and other functions.

The administrator will provide high-level management and support of assigned city enterprise, permitting and planning applications using Accela, according to the job posting. “This includes installing, patching, upgrading, testing, and troubleshooting applications; developing and analyzing custom reports; and documenting system support processes and procedures,” the posting says. “This position is also responsible for the administration, backup, maintenance, and monitoring of the application databases, and works with users from multiple departments to determine requirements and implement/produce refinements to improve and enhance delivery of services.”

Other responsibilities of the position include:

  • Participates in the needs assessment, research, selection, and implementation of new application software and systems.
  • Leads and participates in updating applications including implementing patches, upgrades, and new versions.
  • Develops, plans, and coordinates testing application changes and upgrades ensuring existing features and functionality remain available and that the applications will operate correctly in the current or new environment.
  • Responsible for establishing and administering application interfaces, security, user permissions, and work flow rules.
The position has an annual salary range of $87,406 to $106,242, and the recruitment will be ongoing until the position is filled.
