State Office Recruiting for Project Director, Procurement Analyst

Both positions deal with an electronic verification system used by several entities within the California Health and Human Services Agency. The Procurement and Contract Analyst will report to the Project Director.

The state Office of Systems Integration (OSI) is recruiting for two key positions in the Electronic Visit Verification (EVV) project, a joint initiative involving five entities within state government.

The positions are Project Director, and Procurement and Contract Analyst.

EVV is a telephone and computer-based solution that electronically verifies that in-home visits from state agencies are being performed for those needing assistance from the Department of Health Care Services (DHCS), the California Department of Social Services (CDSS), the Department of Developmental Services (DDS), the California Department of Public Health (CDPH), and the California Department of Aging (CDA). The project is currently in Phase II.

OSI, which comes under the California Health and Human Services Agency, is seeking a Project Director (IT Manager II) to assume overall management of the project team, provide leadership and direction, and serve as “the primary point of contact for official communications with state, local, federal, and private sector executive-level stakeholders, the team, executive management and control agencies,” according to the job posting. Following are among the desirable qualifications for this position:

  • Providing oversight and management of the entire development lifecycle for IT projects to ensure consistency and continuity in managing large-scale IT procurement, development, implementation and operation efforts.
  • Experience developing and maintaining effective working relationships with executives, managers and staff from diverse program areas that includes representatives from all levels.
  • Experience leading and managing organizational change, including the ability to develop and maintain effective teams and build staff capacity.
  • Knowledge and successful experience developing and managing complex agile software development projects.
The monthly salary range for the Project Director position is $9,262 to $11,258, and the application deadline is Jan. 16.

The Procurement and Contract Analyst (IT Specialist I), who reports to the Project Director, “manages, plans, organizes, coordinates and leads a variety of complex procurement activities and related contract monitoring and oversight services. These include overseeing the monitoring of contract compliance, participating in contact negotiations, facilitating the development of amendments, and reviewing work authorizations and invoices,” according to the job posting.

Desirable qualifications include:

  • Outstanding verbal and written communication skills
  • Extensive experience in procurement and contract management, with emphasis in public sector
  • Proficient with Microsoft Excel and Microsoft Word
  • Exceptional problem-solving skills and strong decision-maker
  • Ability to work in a changing environment with competing priorities
The analyst position has a monthly salary range of $5,297 to $8,570, and the application deadline is Jan. 16.
