State Recruiting for 3 IT Leadership Positions

State government departments are recruiting for three key IT leadership positions, with application deadlines coming soon.

The Secretary of State's Office is advertising for a Cloud Systems Engineer position (IT Specialist II), who will be "viewed internally as a go-to technical resource for a wide range of data center technologies, from servers and storage to the latest converged infrastructure and cloud architectures." The person chosen for the position will be a member of the Secretary of State's Enterprise Architecture team. The application deadline is Monday, and the salary range is $81,324 to $108,972. 

"The incumbent interacts closely with IT personnel, including the software engineering and systems engineering teams, the ISO, with product vendors and service providers and with the program departments," the job posting says. "The incumbent in this position is working to support the systems and services of the System Engineering, Software Engineering, Information Security Engineering and IT Project Management domains." The posting says the requirements include:

  • Ability to communicate with technical/non-technical audiences.
  • Experience designing, integrating and managing complex infrastructure solutions.
  • Experience working across on-premises and cloud infrastructure technologies.
  • Knowledge and experience architecting solutions on Amazon Web Services (AWS).
  • Knowledge and experience with PowerShell or similar scripting languages.
  • Knowledge or experience collaborating with architects and vendors to define and implement IaaS, PaaS or SaaS solutions on cloud infrastructures including Azure or AWS.
  • Experience providing technical system solutions, determining overall design direction and providing hardware recommendations for complex technical issues. 
The California Department of Food and Agriculture is seeking an Agency Information Officer (Career Executive Assignment B), who would work under the direction of the Deputy Secretary of Administration and Finance and who would manage "a large, complex IT operation including automated systems and applications. The AIO participates in the development of CDFA strategic and policy direction and (be) responsible for the day-to-day development and implementation of, and enhancements to CDFA’s IT applications, systems, enterprise architecture and infrastructure in support of the business strategic plan and direction."

Responsibilities include:

  • Provide vision and leadership for developing and implementing enterprise policies and administrative guidelines, practices, and standards for information technology polices and project activities, ensuring proper analysis, business integration planning, information security, and application development and support.
  • Participate in establishing and maintaining CDFA’s Strategic and IT Strategic Plans and policy direction. Advise the Executive Team, individually and collectively, on IT policy formulation and implementation, and in the identification and resolution of key policy and operational issues affecting IT operations.
  • Act as the liaison to the State Chief Information Officer (CIO). On behalf of the State CIO perform as liaison to the CIOs of all departments and offices that are without an Agency.
  • Convene work teams with CDFA executives and program managers, other state and federal departments, the Legislature, and local governmental agencies to assess IT needs, establish priorities, develop a project plan, and identify and assign resources. 
  • Plan, organize, lead and control CDFA’s IT program operations. Manage a staff of IT specialists, supervisors and managers, and a number of independent project contractors in the development and implementation of technology enhancements and/or new applications.
  • Direct the planning and implementation of enterprise IT systems in support of business operation in order to improve cost effectiveness, service quality and business development.
The deadline to apply for the position is Nov. 7. The salary range is $86,280 to $200,148.

  • The California Unemployment Insurance Appeals Board is advertising for an Information Security Officer (IT Supervisor II) who would work under the supervision of the IT Manager/Chief Information Officer and be "responsible for the management of the Information Security Engineering domain and defense of CUIAB's IT environment and assets. In addition, the incumbent maintains, monitors, controls, and protects cyber infrastructure, in order to ensure the confidentiality, integrity, and availability of systems and applications. The Information Technology Supervisor II/ISO directly supervises three information technology staff performing work in this domain area."
The requirements include:

  • Develops security policy, procedures, and training to ensure compliance with legal and statutory requirements and provides CUIAB’s security framework.
  • Recommends CUIAB statewide policies to the Executive Director and CIO. Meets performance indicators for the domain area.
  • Develops and tests relevant contingency plans to recover CUIAB’s technology systems after a disruption.
  • Evaluates and tests effectiveness of security controls and reports results quarterly to the Executive Director and CIO.
  • Develops and oversees an efficient and effective incident management program to investigate and report information security incidents to the proper law enforcement jurisdictions.
  • Completes threat analysis and incident trend analysis to define policies and procedures.
  • Develops and oversees an asset protection program. Manages the design, development, implementation, and operation of the information security program for the collection, storage, processing, access, and destruction of CUIAB’s information assets.
