State Recruiting for AIO, IT Managers, Specialists

Agencies and departments recruiting for open IT positions include those dealing with consumer affairs, the military and traffic safety.

A spate of state IT positions are in recruitment, including for an agency information officer (AIO), various specialists, managers and other professionals.

The California Military Department is recruiting for an AIO (IT Manager II) to assume executive leadership responsibility for planning, developing, implementing, managing and supporting the CMD State Network operations and overseeing the teams that provide the major IT services. “The AIO is also responsible for developing an Agency Enterprise Architecture to rationalize, standardize, and consolidate IT infrastructure, data, and procedures within the CMD,” the job posting says. “Further responsibilities include overseeing the management of IT assets, projects, data systems, infrastructure, services and telecommunications through their oversight and management. The AIO will coordinate with CDT (California Department of Technology) for the purpose of integrating statewide technology initiatives and ensuring compliance with IT policies and standards.” Among the desirable qualifications for the position are:

  • Five years’ experience in IT or a closely related field, performing a variety of progressively responsible technical, analytical, supervisory, or managerial tasks in support of computer systems or services in one or more of the major domains or a closely related or emerging information technology field.
  • Knowledge of the organization and functions of California state government including the organization and practices of the Legislature and the Executive Branch.
  • Principles, practices, and trends of public administration, organization and management.
  • Techniques of organizing and motivating groups; program development and evaluation; methods of administrative problem solving; principles and practices of policy formulation and development; and personnel management techniques; and the department’s Equal Opportunity Program objectives.
The position has a monthly salary range of $9,725 to $11,821, and the application deadline is Aug. 20.

The Department of Consumer Affairs (DCA) is recruiting for a section chief of Client IT Support Services (IT Manager I) to provide and maintain IT solutions and to ensure various systems’ physical and logical security. The section chief “provides support on all PC clients, printers, and client IT front-line communications,” the job posting says, and “ensures the Agency Information Management Strategy is maintained in alliance with the DCA business strategic plan and assists in the development of IT policies. As part of the management team, the section chief is responsible for coordinating the activities of multiple complex IT functions, and ensuring section projects are managed and completed in timely fashion.” The position has a monthly salary range of $8,016 to $10,742, and the application deadline is Aug. 19.  

The Office of Traffic Safety is seeking an IT Specialist II to serve “as the lead systems administrator and expert developer primarily responsible for the Salesforce, Grant Electronic Management System (GEMS) and OTS operating systems environment,” the job posting says. “The incumbent is also involved in and directly responsible for the Office of Traffic Safety Internet and Intranet websites; planning, procuring, implementing, maintaining and supporting all components of the local area network (LAN); implementing and managing network security and firewalls; installing, configuring and administering back office applications such as email, document management, VOIP and other data services; developing and implementing the technology recovery plan; and providing end-user training.” The monthly salary range is $7,014 to $9,399, and the application deadline is Aug. 25.

The Department of Resources Recycling and Recovery is seeking a software application developer/technical lead (IT Specialist I) to serve as lead technical specialist on large, more complex custom software applications and databases, independently manage smaller application development projects, and mentor less-experienced software developers. “Working independently or with the assigned project manager, the incumbent performs analysis, design, implementation, testing, troubleshooting, deployment, maintenance, and documentation for complex software application development projects,” the job posting says. “This may include database design, code construction, code debugging, code refactoring, integration of existing code bases, and testing of code for functionality and adherence to business requirements and shop standards.” The monthly salary range is $5,562 to $8,999, and the application deadline is Aug. 28.

The Office of Systems Integration is seeking a DevOps engineer (IT Specialist I) to work with the Child Welfare Digital Services section as a subject matter expert in the technical architecture and implementation of the California Automated Response and Engagement System (CWS-CARES). “The incumbent will provide technical information to IT Operation Management for informed decisions to be made regarding the complex technical infrastructure that supports the product and infrastructure technology used for continuous integration and continuous deployment (CI/CD) of CWS-CARES application and infrastructure components,” the job posting says. “The DevOps engineer works with other software and infrastructure engineers to plan, design, and implement the technical infrastructure used by the CWS-CARES application in a commercial cloud (dynamic infrastructure) and traditional data center hosting environment. The incumbent will leverage best practices for cloud-native application infrastructure including ‘infrastructure as code’ and will implement the technical infrastructure following development practices that mirror application development processes.” The position has a monthly salary range of $5,562 to $8,999, and the application deadline is Aug. 21.

The Office of Statewide Health Planning and Development (OSHPD) is recruiting for a health care payments data management specialist (IT Specialist I) to lead “the most complex efforts of governing, developing, managing, and delivering enterprise information to meet organizational goals while understanding and supporting customer needs.” According to the job posting, “The incumbent leverages Extract/Transform/Load (ETL) tools; Master Data Management (MDM) tools, database administration tools, data and information management tools; and business intelligence analysis and reporting tools. The incumbent is a lead member of project teams utilizing Agile and other development methodologies. The incumbent leads in developing and validating new and established models, utilizes data quality and governance standards, fully supports the most complex data lifecycles, and manages the most complex data linkages while identifying anomalies and problematic data patterns.” The position has a monthly salary range of $5,562 to $8,999, and the application deadline is Aug. 25.  

The Franchise Tax Board (FTB) is recruiting for an Enterprise Services Testing Section (ESTS) analyst (IT Specialist I) to serve as the subject matter expert and be responsible for leading the testing approach for the Enterprise Data to Revenue (EDR) Solution and the Enterprise Data and Testing Bureau (EDTB). “The incumbent is responsible for developing new and refining existing testing architecture, processes, and policies, for integrating EDR Solution testing methodology and techniques with the department’s existing legacy systems testing programs,” the job posting says. “The incumbent coordinates and facilitates complex test planning and execution meetings several times a week to ensure that critical EDR solution deliverables have testing objectives and scope set according to detailed standards that reduce risk to the department. The incumbent promotes collaboration across the teams including the EDR Solution Provider, EDR State staff as well as staff from FTB’s existing legacy areas. … The incumbent is expected to have a full knowledge of accepted industry practices and standards, along with a most comprehensive understanding of our organization’s business processes and needs, its missions and position within the State’s overall business enterprise.” The position has a monthly salary range of $5,562 to $8,999, and the application deadline is Aug. 21.
