State Recruiting for Chief Enterprise Architect, IT Manager II

The California Department of Technology is seeking someone skilled in infrastructure, cloud services and sustainability. The Department of Alcoholic Beverage Control is recruiting for a network security engineer.

Two state agencies are recruiting for key positions.

The California Department of Technology (CDT) is recruiting for an IT Manager II to fill the role of the state’s chief enterprise architect. The position is an influential one, reporting to the state’s acting deputy chief information officer and chief technology officer, Richard Rogers.

Responsibilities include:

  • Serves as the key adviser on all statewide technology initiatives, enterprise architecture, technology standards, shared technology infrastructure and services (e.g., cloud services), and environmental sustainability.
  • Directs the state’s enterprise technology initiatives by collaborating with the California Government Operations Agency (GovOps) and departmental business and technology executives to align tech initiatives and services with business and IT strategic plans, and minimize overlap, redundancy and cost in government operations.
  • Provides short- and long-term IT strategies aligning technology with industry best practices, external technology trends, and statewide programmatic needs.
  • Directs the development and maintenance of the state’s Enterprise Architecture framework and methodology to define business processes and their relationship with systems, technologies and data.
“The current environment demands that government must transition many of its digital services – with safety and expediency in mind – to better meet the needs of Californians,” Rogers told Techwire in a statement. “The Chief Enterprise Architect position will be essential in defining and implementing the transition of those key, statewide digital services.” 

The list of desirable qualifications, according to the job posting, includes:

  • Knowledge of business and technology architectural methodologies and standards used to design and structure functional business and IT environments and assist in the selection, acquisition, and use of hardware and software solutions, platforms, databases, and applications.
  • Knowledge of the principles of IT organizational and financial management.
  • Knowledge of the methods, processes and techniques of business and IT strategic planning.
  • Experience in negotiating terms and conditions of IT contracts.
  • Experience in seeking emerging IT solutions and evaluating industry trends. Ability to produce high-level frameworks, designs, and concepts upon which application, infrastructure, data and security architectures can be built and standardized.
The position has an annual salary range of $9,262 to $11,258, and the application deadline is May 28.

The Department of Alcoholic Beverage Control (ABC) is recruiting for an IT Specialist II to serve as the network security engineer, representing the department in making network architecture design decisions for project teams, and ensuring that those decisions are consistent with long-term strategies and architecture.

“The primary responsibility of the Network Security Engineer is to support, design, implement, manage and troubleshoot ABC’s complex network security infrastructure,” the job posting says. “This includes firewalls, routing and switching, VPN, NAC, IPS/IDS, ZScaler/Websense, and SIEM systems for ABC. They will work with business staff, management and other technical experts to develop and maintain the long-term architectural, maintenance, and support strategies for ABC’s networking security systems.”

The position has a monthly salary range of $7,014 to $9,399, and the application deadline is June 2.
