The Office of Tax Appeals (OTA) is seeking a Chief Information Officer (IT Manager I) to oversee a variety of operations in the office, including overall management of IT resources.

“The CIO directs the planning, organization, and implementation of enterprise IT services and systems, in support of OTA’s business operations to improve cost effectiveness, service quality, and business development,” the job posting says. “The incumbent is responsible for supervising all levels of IT staff in a combination of domains.”

Applicants should have a working knowledge of the following IT domains: business technology management (i.e., policy and program development, IT procurement, etc.), client services, information security, IT project management, software engineering, and systems/network engineering.

The California Department of Transportation (Caltrans) is recruiting for a Chief of the Satellite DSS (Decision Support System) Unit. The position (IT Supervisor II) “oversees complex IT functions which include in depth systems analysis, design and administration, systems integration, testing, maintenance and operations,” according to the job posting

“The incumbent has full supervisory responsibilities for standards, processes, procedures for the analysis, design, implementation, maintenance, operation and procurement of software deployment and support for a wide array of software technologies. The incumbent has full supervision of staff responsible for all activities associated with the day-to-day IT operations of the Satellite DSS unit,” the posting notes. “The incumbent also manages the Sacramento IT Service Desk, the statewide IT change control process, IT incident management, and IT communication via IT Service Advisories.”

The position has a monthly salary range of $6,917 to $9,268, and the application deadline is April 6.

The Office of Systems Integration (OSI), a unit of the California Health and Human Services Agency, is recruiting for an Architecture and Engineering Chief (IT Manager I). 

According to the job posting, the incumbent will play “a key state role on the Delivery Central team for the Child Welfare Services - California Automated Response and Engagement System (CWS-CARES) Project. CARES comprises Customer Relationship Management (CRM), Platform as a Service (PaaS)-based applications and data/analytics services provided through the CARES Data Infrastructure (CDI). The incumbent provides architectural and engineering direction to multi-disciplinary product delivery teams, and supervises a team of State Platform Architects, Integration Architects, Domain/Data Architects, Data Engineers and Platform Configurators/Engineers.”

Desirable qualifications for this position include:

  • Experiential familiarity with cloud-based infrastructure, advanced application program interfaces and configurable commercial application development
  • Experience with directing a blended workforce of state employees and vendor resources
  • Experience with agile development methodologies

OSI is also recruiting for an Assistant Project Director (IT Manager I) to oversee the activities of the contract management, project management, and fiscal management teams for the electronic Women, Infants, and Children Management Information System (eWIC MIS) Project, “a new case management and eligibility determination solution to transact benefits electronically to participants who are eligible for WIC.”

Desirable qualifications, according to the job posting, include:

  • Knowledge of project management processes and project management best practices throughout the project life cycle.
  • Understanding the importance of stakeholder management and the necessity of effective communication.
  • Knowledge of state and federal contracting and procurement practices and requirements and the ability to manage the master schedule.
  • Knowledge of the state budget, human resources, and legislative processes.

The Department of Alcoholic Beverage Control (ABC) is recruiting for an IT Specialist II to be the department’s lead technical specialist. Candidates must have broad knowledge of new technologies, including cloud, in a broad spectrum of areas.

The incumbent will oversee and perform day-to-day planning related to network infrastructure support and will provide hands-on assistance on complex problems and issues reported to the help desk and related to the network infrastructure support function. The incumbent is also responsible for operations, maintenance and capacity planning for ABC’s server environment and for supporting the department's intranet. According to the job posting, other responsibilities include:

  • Maintains and supports primary and backup file server arrays, including virtual machine snapshots.
  • Maintains security and patch management servers via System Center Configuration Manager (SCCM) for servers.
  • Verifies and updates active directory for access and security management for all employees.

The Department of Developmental Services is recruiting for a Front-End Application Developer (IT Specialist I) to meet with stakeholders to collect requirements, requirements analysis, write technical documentation, application development, write test procedures, unit and integration testing, monitor user testing and oversee maintenance and technical support of various business application systems.

“The incumbent must have the ability to understand and apply information engineering, data and process models, web-based technologies, Customer Relations Management (CRM) framework, and cloud environments,” the job posting says. The incumbent must have the ability to “learn new concepts, understand system-to-system relationships and interfaces, and maintain cooperative working relationships with business partners and the development team to identify goals and objectives.”

Desirable qualifications include:

  • Agile Development Methodology
  • Front-end development (e.g., SharePoint, PowerApps, PowerBi)
  • Working knowledge of Customer Relation Management: Dynamics, SugarCRM, Salesforce
  • HTML, HTML5, JavaScript, CSS and other programming/scripting language related to Web applications
  • Cloud computing environments such as AWS, Azure, Google Cloud Platform
  • Knowledge of windows servers (IIS)
  • Distributed version control (GitHub or Azure DevOps)
  • Querying relational database management systems
  • Familiar with building hybrid applications and moving into a cloud environment
  • Working knowledge of Software Development Life Cycle
The monthly salary range is $5,297 to $8,826, and the recruitment will remain active until the position is filled.
