State Recruiting for CIO to Manage New Application

The position is a Career Executive Assignment (CEA), and the responsibilities include oversight of a new application, Cal-E-Force, as well as oversight of the Technical Branch of the agency. This includes Information and Technology; Data Analytics; Website Monitoring and Metrics; Planning and Research; Application and Assessment; and Program Projects.

The Employment Training Panel, a state agency that funds job training in the private sector, is recruiting for a new executive whose job duties include serving as Chief Information Officer and Technical Operations Branch Chief.

The position is a Career Executive Assignment (CEA), and the responsibilities include oversight of the panel’s new application, Cal-E-Force, as well as oversight of the Technical Branch of the agency. This includes Information and Technology; Data Analytics; Website Monitoring and Metrics; Planning and Research; Application and Assessment; and Program Projects.

“The CEA will also serve as ETP’s Chief Information Officer (CIO) and manage issues affecting information security, operation recovery, and network security, developing and implementing policies for information security management,” the job posting says. “The CEA will direct technical support for systems software and architecture.”

The requirements include:

  • Experience in the management and administration of a statewide program.
  • Ability to understand the design and complexity of ETP system applications and databases.
  • Demonstrated experience with large automated systems and effective data-driven decisions having broad program implications.
  • Ability to resolve or escalate project risk and issues to executives; to provide guidance and direction on the overall approach; and to ensure projects are in alignment with ETP’s Strategic Plan, goals and objectives.
  • Demonstrated ability to establish and maintain effective working relationships with ETP Executives, Labor and Workforce Development Agency, California Department of Technology, other control agencies, and ETP stakeholders.
The position has a monthly salary range of $7,442 to $10,696. The application deadline is Nov. 29. More information and an application link are available online.

Cal-E-Force is the ETP’s newest initiative, having been rolled out last month in beta. It supports contract management and is based on the Salesforce platform.

ETP describes its mission as providing funding to employers to help workers upgrade their skills through training that leads to well-paying, long-term jobs. The ETP was started in 1982 by the Legislature and is funded by California employers through a payroll tax. It is a funding agency, not a training agency. Businesses determine their own training needs and how to provide training.
