State Recruitments Include Web Developer, Security Specialist and Data Scientist

Among the recruiting entities are the California Department of Technology, the Office of Systems Integration and the Franchise Tax Board.

State agencies are recruiting for some key positions this month, including data scientist, security specialist and Web developer.

The California Air Resources Board (CARB) is seeking an Information Security Specialist (IT Specialist I) to work with the board’s Information Security Officer (ISO), to provide information security administration and support for CARB end users, applications, databases, systems and networks, and to serve a lead role among other security team members. Additional duties, according to the job posting, include:

  • Conducts security reviews to monitor and audit all major information systems and data processing activities.
  • Provides technical expertise on IT security-related issues and maintains technical expertise on emerging IT trends and strategic IT direction and their implications for information security.
  • Researches, identifies, and verifies new security threats and vulnerabilities, and corresponding leading edge, innovative best practices and technologies for defensive and preventive measures.
  • Researches, reviews, recommends, and implements hardware and software requests for approval.
  • Ensures that hardware and software is compatible with CARB’s existing and/or proposed enterprise infrastructure, and does not create security risks to CARB’s technical environment and sensitive, confidential, or mission-critical data.
  • Serves as a team lead for IT special projects involving systems software and commercial software application integration, engineering and development.
  • Serves as a Subject Matter Expert (SME) to a variety of enterprisewide systems such as but not limited to, enterprise applications, O365, Windows and Linux operating systems and various security-related tools.

The Office of Systems Integration is recruiting for a Data Scientist (IT Specialist I) to “design and maintain domain models, event models, metric specifications, transformation/calculation logic, statistical models, report specifications and other artifacts supporting the delivery” of the California Automated Response and Engagement System (CARES).

“The Data Scientist will support Data Engineers in implementing and deploying these models,” the job posting says. “The Data Scientist will also build, generate and interpret reports supporting data quality monitoring, product analytics and outcome analytics.” Desirable qualifications include:

  • Experience with Salesforce.
  • Extensive knowledge of various platform as a service (PAAS) tools.
  • Experience with large data extractions and consequent reporting.
  • Experience with state and federal stakeholders.
  • Extensive experience with data monitoring.
  • Experience building reports and models.
  • Ability to translate research findings into consumable artifacts and project materials.
  • Experience with data conversion and cleansing logic.
  • Knowledge of Agile Methodology.

The state Department of Consumer Affairs is recruiting for a Web Developer (IT Specialist I) to handle all aspects of website administration, including developing and maintaining websites and their content, problem and issue resolution, internal and external training, and security.

In addition, the incumbent will develop basic Web-based applications using PHP programming language, and design and maintain custom, interactive, secure, data-driven applications, according to the job posting. Desirable qualifications include:

  • Three years’ experience with HTML
  • Three years’ experience using Adobe Acrobat to create fillable and accessible forms
  • Familiarity with Adobe DreamWeaver
  • Experience with cascading style sheets
  • Experience with PHP Programming Language

The state Franchise Tax Board is recruiting for a Database Administrator (IT Manager I) capable of tasks requiring regular innovative problem solving of system assignments and software support activities related to system engineering domain, including installation and maintenance of the Database Management System (DBMS) and related software; application maintenance, including application releases and patches; performance tuning, including both system and application layer tuning; and troubleshooting, including system, application and performance issues.

“The incumbent may be assigned as a project lead to participate in a variety of working environments and projects of varying sizes, including co-location with the project team on large systems development projects,” the job posting says.

The California Public Employees Retirement System is recruiting for a Portfolio Workload Specialist (IT Specialist I) for the Technology Business Management Division’s Portfolio and Workload Management Services Unit. This position is responsible for data collection, data analysis, administration, user support, and reporting functions within the enterprise reporting tools/applications, according to the job posting. Desirable qualifications for this position include:

  • The ability to analyze data and situations, identify and solve problems, reason logically and draw valid conclusions, and develop effective solutions.
  • Experience facilitating and leading groups in the discussion of complex problems and proposed solutions.
  • The ability to gain buy-in from a diverse group of stakeholders on a recommended course of action.
  • Experience in the development and delivery of technical and non-technical communications, presentations and reports to all levels of staff.

And the California Department of Technology (CDT) is recruiting for a Cloud Platform Specialist (IT Specialist I) to assist in the development and implementation of cloud architecture, infrastructure technology, Windows and Linux administration.

The incumbent will participate in the modernization of the statewide technology systems surrounding cloud architecture. This position requires skills in needs analysis, planning, project management, documentation, system performance and resource utilization information gathering and analysis. It also encompasses vendor interaction and problem reporting and resolution for Linux and Windows systems, according to the job description.  

Desirable qualifications include:

  • Project experience documenting, migrating and deploying cloud-based solutions.
  • Excellent verbal and written communication, time management, presentation, and organizational skills.
  • Hands-on, technical cloud computing experience.
  • Knowledge of trends and emerging technologies that can impact the solution architecture to maximize the value of CDT Cloud offerings. 
  • Knowledgeable about software-defined network concepts, Cloud computing, and Platform as a Service methodology.
