State Seeking Expertise in Security, Budgets, Architecture

The positions, with the Financial Information System for California (FI$Cal) and the state Department of Health Care Services, both have application deadlines within the next two weeks.

State agencies are recruiting to fill a variety of significant jobs in technology. 

The Financial Information System for California (FI$Cal) is seeking an information security analyst (IT Specialist I) to “independently and as part of a team perform first-level security analysis on the FI$Cal system, identifying potential security events and provide escalations to the security team for further analysis and action,” according to the job posting. The position is in the Enterprise Security Services Office, Security Analytics and Program Management Section (SAPMS).

“The ITS I is responsible for security tool monitoring to ensure all security controls are operational and in alignment with FI$Cal’s enterprise security requirements as well as federal and state laws, regulations, standards and industry best practices,” the job description notes. “Duties involve but are not limited to information security event monitoring and triage, information security governance, risk and compliance management, and information security architecture.”

The position has a monthly salary range of $5,562 to $8,999, and the application deadline is March 12. 

The Department of Health Care Services (DHCS) is recruiting for an enterprise solutions architect (IT Specialist II) to serve as a technical adviser on all project phases: concept, planning, design, build, testing, production and operations. “The enterprise solutions architect has a deep understanding of business goals, business outcomes, business capabilities, value streams and business processes,” the job posting states. “The enterprise solutions architect provides the necessary leadership, analysis and design tasks to support the development of technology solutions to ensure the solutions meet business needs and align with architectural governance and standards.”  

In addition, the job posting notes: “The enterprise solutions architect has experience in architecture design and implementation, application and solution development, system development life cycle methodologies (i.e. waterfall, agile, incremental, DevOps), back-end development languages (i.e. Java), database technologies (i.e. SQL, Oracle), front-end Web development languages (i.e. JavaScript).”

The monthly salary range is $7,365 to $9,869, and the application deadline is March 12.

DHCS is also recruiting for an IT budget and accounting specialist (IT Specialist II) to be part of “a new enterprise approach focusing on the entire Medicaid Enterprise effort and modernize the Medi-Cal Enterprise Systems, including the California Medicaid Management Information System Modernization, Medi-Cal Eligibility Data System Modernization and California Behavioral Health Data Systems Modernization.”

The job posting notes that “the incumbent monitors Portfolio Project activities across the … enterprise to ensure they are within budget and managed in accordance with the policies of the California Technology Agency’s Project Management Methodology and as prescribed in the State Administrative Manual.”

The monthly salary range is $7,365 to $9,869, and the application deadline is March 12.
